Voting No: None. <br /> <br />Commissioner Deemer noted for the record that this was a hot topic at the joint meeting held with <br />City Council earlier this evening. <br /> <br />Chairperson Bawden reviewed that a consensus was reached regarding the "sight unseen" concept <br />wherein there was no problem if things are out of sight. <br /> <br />Commissioner Jensen noted they also discussed the relationship between how much area can be <br />covered and the size of the subject property. <br /> <br />Jim Green, 5858 151st Lane N.W. - inquired about farms with unpaved driveways in the event the <br />parking surface is going to be limited; do they have to blacktop? <br /> <br />Chairperson Bawden responded they would not have to blacktop because Class 5 is acceptable. <br />Mr. Green noted that a lot of farm driveways are just dirt. <br /> <br />Ms. Frolik stated that they would not be required to pave the driveway but wherever they park their <br />vehicles will require a prepared surface. <br /> <br />Mr. Green mentioned that there is a state statute which permits "out of sight, out of mind." <br /> <br />Chairperson Bawden replied that unless the state statute specifically addresses Charter cities it does <br />not apply. The City of Ramsey can be more strict because it is Home Rule Charter. <br /> <br />Commissioner Deemer also described the definition of prepared surface. <br /> <br />Mr. Green then theorized that if a farmer parks his car in the driveway in front of his garage, they <br />have to have a prepared surface, and Commissioner Deemer responded that was correct. <br /> <br />Regarding City Council's concern that there should be a cap on the number of vehicles and pieces <br />of equipment, Commissioner Deemer stated that he was not willing to put a number on it. <br /> <br />Commissioner Holland recalled it was their intent when writing this ordinance to allow for some <br />flexibility. <br /> <br />Chairperson Bawden suggested modifying the zoning district rather than the ordinance. <br /> <br />Ms. Frolik suggested addressing it under "impervious coverage" in the R-1U and R-2U Districts. <br /> <br />Chairperson Bawden questioned whether they should consider including setbacks when defining <br />parking pads. <br /> <br />Ms. Frolik replied that the driveway needs to be 3 feet from the property line, however, at the <br />present time, the pad can be right up to the property line. <br /> <br />With regard to impervious coverage, Commissioner Deemer suggested amending it to be 35% <br />structure coverage and 10% other impervious coverage. <br /> <br />Commissioner Thorud noted that would include the driveway, and he's seen 1-1/2 mile driveways. <br /> <br />Planning Commission/April 2, 1996 <br /> Page 9 of 18 <br /> <br /> <br />
