Motion by Commissioner Holland and seconded by Commissioner Deemer to recommend that City <br />Council grant site plan approval to the expansion of Alloy Recovery contingent upon compliance <br />with the City Staff Review Letter dated February 21, 1996. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, Jensen, <br />LaDue, Terry, and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to discuss Case #8 next <br />due to the lateness of the hour and the fact that a large portion of the audience was present to hear <br />the case. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud, Holland, <br />Jensen, LaDue, and Terry. Voting No: None. <br /> <br />Case #8: <br /> <br />Review Proposed Ordinance Amendments to Chapters 5 and 9 of <br />Ramsey City Code Regarding Parking and Storing of Vehicles and <br />Equipment in Residential Districts <br /> <br />Zoning Administrator Frolik explained that the Planning Commission has been working for several <br />months to draft an ordinance to amend the City Code to make allowances for parking and storing <br />commercial vehicles in residential districts, and those draft ordinances were forwarded to City <br />Council for adoption. The City Council has sent the draft ordinances back to the Planning <br />Commission to consider the following comments and concerns: <br /> <br />The types of surfaces considered acceptable for outside storage of vehicles and equipment <br />should be specifically identified and there should not be any language allowing for another type <br />of surface that has been pre-approved by the City Administrator. <br /> <br />Perhaps there should be stricter regulations in the urban service area like restricting outside <br />parking to the driveway or a pad immediately adjacent to the garage, and requiring equipment <br />as well as vehicles to be parked on a hard surface pad adjacent to the garage. City Attorney <br />Goodrich has indicated that it would not be considered discriminatory to set different standards <br />for the urban and rural areas. <br /> <br />3. Perhaps there should be a cap on the number of vehicles and pieces of equipment that can be <br /> stored or parked outside. <br /> <br />4. Screening should be better defined: height, width, from what angle, seasonal, type of <br /> materials, etc. <br /> <br />5. Review Coon Rapids regulations for applicability and workability in Ramsey. <br /> <br />Ms. Frolik gave a brief review of the Coon Rapids regulations for the Planning Commission. <br /> <br />Commissioner Deemer stated that the City of Ramsey can be stricter than State Statute because we <br />are a Home Rule Charter city. <br /> <br />The Planning Commission proceeded to review the concerns outlined by City Council. <br /> <br />Motion by Commissioner Thorud and seconded by Commissioner Holland to amend Section <br />9.11.10, items a. and c.2., by deleting the last part of the sentence which reads "or another <br />equivalent surface material that has received the prior approval of the City Administrator or his/her <br />designee." <br /> <br />Planning Commission/April 2, 1996 <br /> Page 8 of 18 <br /> <br /> <br />
