Highway #10. Staff recommends that the landscape plan from 1991 be voided and the applicant be <br />required to submit a new plan that would address the need for screening on the south, east and <br />west sides of the lot. <br /> <br />Jon Schwartzman, Alloy Recovery Company, noted that when they first opened in 1991, he was <br />not involved to the extent he is now. He felt the curbing would be easy to take care of, and the <br />planting of trees would be taken care of although he thought it had been done. He disagreed with <br />screening from Highway #10 and 142nd Avenue. He advised that in 1991 when they were <br />required to do a little fencing, they went ahead and did the whole yard at great expense. He agreed <br />that the front of the building should have a nice looking area, but didn't think much needed to be <br />done with the Highway #10 side. <br /> <br />Commissioner Deemer, noting <br />requirement for the original CUP, <br />requirement. <br /> <br />that the applicant didn't comply with the 90% screening <br />inquired whether there was any objection with the landscaping <br /> <br />Mr. Schwartzman replied he did not. <br /> <br />Commissioner Jensen stated she drove by the property on 142nd, and she would like to see some <br />screening on the west side unless a lot of what she saw is coming out of there. <br /> <br />Mr. Schwartzman responded that the building will be put there, so basically, you will see the <br />building from that view. <br /> <br />Chairperson Bawden inquired whether the applicant had any objections to the Staff Review Letter <br />dated February 21, 1996. <br /> <br />Mr. Schwartzman reiterated that he had no problem with landscaping but he thought screening <br />should be addressed once the building is up. <br /> <br />Chairperson Bawden inquired whether he had an objection to submitting a landscaping plan. <br /> <br />Mr. Schwartzman asked for direction about how many trees would be needed. <br /> <br />Commissioner Jensen stated that they should probably be evergreens and possibly double rows on <br />the west side. <br /> <br />Mr. Schwartzman thought that only the east side needed screening, adjacent to City property. <br /> <br />Commissioner Deemer suggested possibly 30 U'ees, 10 feet apart, on the west side. <br /> <br />Ms. Frolik mentioned that she felt the east side of the property also needed screening. <br /> <br />Mr. Schwartzman expressed his willingness to work with the City, and although he did not want <br />to go into this blind, he was concerned about the cost. He didn't want to be required "to put in a <br />flower garden." <br /> <br />Chairperson Bawden was comfortable that the applicant is willing to work with City Staff in this <br />regard. <br /> <br />Mr. Schwartzman also stated that the curbing would not be a problem, but he requested help and <br />direction from City Staff as to exactly what is expected. <br /> <br />City Engineer Jankowski discussed the drainage plan as outlined in the Staff Review Letter. <br /> <br />Planning Commission/April 2, 1996 <br /> Page 7 of 18 <br /> <br /> <br />
