Cathy James, a representative of Corporate Real Estate, was present and submitted their proposed <br />landscaping plan drawn up by Bernard Herman Associates. This was compared to one drawn up <br />by City Staff, and the consensus of the Planning Commission was that the applicant's plan was <br />acceptable. <br /> <br />City Engineer Jankowski reviewed the grading and drainage plan with the Planning Commission. <br /> <br />Commissioner Deemer inquired whether there would be any cranes on the site. <br /> <br />Ms. James stated the only cranes she was aware of would be inside the building. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer to recommend that City <br />Council grant site plan approval to Corporate Real Estate for the Copper Sales facility contingent <br />upon submittal of an acceptable waste storage and lighting plan, the waiving of curbing behind the <br />building, and subject to approval by the Architectural Review Board. <br /> <br />Further Discussion: Chairperson Bawden inquired about the lighting, and Ms. Frolik replied that it <br />will be wall packs. Commissioner Deemer wanted to make sure the applicant was aware that the <br />lighting should not go off the property, but added that this will be reviewed by the Architectural <br />Review Board. Ms. Frolik noted that the Board will meet before the building permit is issued. <br />Commissioner Thorud inquired about signage, and Ms. Frolik responded that the applicant will be <br />subject to the same requirements as other industrial properties. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, Jensen, <br />LaDue, Terry, and Thomd. Voting No: None. <br /> <br />Case #4: Request for Sketch Plan Approval of Rabbit Run; Case of Jon <br /> Rambosek, S.L. Dream Homes <br /> <br />Zoning Administrator Frolik reported that Jon Rambosek requests sketch plan approval to plat 40 <br />acres in the rural residential district into 4 single family lots. The subject property is located on the <br />south side of 167th Avenue, west of the Rum River Plaza Shopping Center. Three lots will have <br />access to a cul-de-sac extending south of 167th, and the fourth lot will have direct access onto <br />167th. The City is requiring submittal of a grading and drainage plan and a resubdivision plan at <br />the time of preliminary plat approval to verify that the proposed development will not hinder future <br />resubdivision. <br /> <br />Commissioner Deemer suggested that, because of restrictions within utility easements, the <br />applicant might be better off redesigning his plat so that the road is within that easement instead of <br />having the easement dissecting the lots. <br /> <br />Mr. Rambosek replied that he would like to proceed as proposed because he is trying to line up the <br />road with the access location on the north side of 167th, and the angle at which the utility easement <br />intersects 167th is not appropriate for a street intersection. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to accept the sketch plan <br />for Rabbit Run contingent upon compliance with City Staff Review Letter dated March 28, 1996, <br />and direct the applicant to proceed to preliminary plat based upon discussion and unless the Park <br />and Recreation Commission decides to take trail other than 167th Avenue. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, <br />Jensen, LaDue, and Thorud.
