Voting No: None. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />The Planning Commission noted the following City Council minutes: <br /> <br />1) City Council regular meeting minutes dated January 9, 1996 (DRAFT). <br /> <br />2) City Council public hearing and regular meeting minutes dated January 23, 1996 (DRAFT). <br /> <br />3) City Council public hearing and regular meeting minutes dated February 13, 1996 (DRAFT). <br /> <br />4) City Council regular meeting minutes dated February 28, 1996 (DRAFT). <br /> <br />PUBLIC HEARINGS <br /> <br />Chairperson Bawden adjourned the regular Planning Commission meeting at 7:33 p.m. in order to <br />conduct the following public hearings: <br /> <br />1) Request for a Conditional Use Permit to Grade and Export Soils; Case of Good Value Homes, <br /> Inc. <br /> <br />2) Request for Preliminary Plat Approval of Business Park 95 2nd Addition; Case of City of <br /> Ramsey <br /> <br />Chairperson Bawden called the regular Planning Commission meeting back to order at 7:40 p.m. <br />COMMISSION BUSINESS <br /> <br />Case #1: Request for an Amendment to Conditional Use Permit; Case of Alloy <br /> Recovery Company <br /> <br />Zoning Administrator Frolik reported that Alloy Recovery applied for a conditional use permit <br />(CUP) to expand their facility with a 9,000 square foot addition to the principal building. At the <br />Planning Commission's March 4 meeting, Staff was directed to amend the proposed CUP and <br />tabled action on the case until their next regular meeting to allow the Applicant time to get any <br />necessary permits from regulatory agencies in order. <br /> <br />The Planning Commission proceeded to review the amendments to the proposed CUP. <br /> <br />Commissioner Deemer, referencing #18, inquired about the method of storage of the dross in the <br />trailer. <br /> <br />The applicant assured the Planning Commission that nothing drops on the ground. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to amend #18 to read <br />"Dross. All dross from the facility shall be removed from the site on a regular basis, shall not be <br />stockpiled in excess of 35 tons on the property, shall be stored inside a container and shall be <br />processed by a lawful processor or deposited in a U.S. Environmental Protection agency approved <br />landfill.
