Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, <br />Jensen, LaDue, and Thorud. <br /> <br />Referencing #6, Furnace Emissions and Monitoring, Ms. Frolik noted her recollection differed <br />from the applicant's of what the Planning Commission wanted and so no changes have been made <br />to this yet. She advised that the applicant does not want a requirement of annual testing. <br /> <br />Commissioner Deemer stated it was his recollection that we wouldn't be any stricter than the State. <br />He inquired if the City was requiring the same of another similar facility in Ramsey and if they <br />were enforcing it. <br /> <br />Ms. Frolik replied that she didn't recall whether it was being required, but if so, they weren't <br />complying with it. <br /> <br />Commissioner Jensen inquired whether the City had the ability to evaluate such a report. <br /> <br />Ms. Frolik replied no, it would have to be sent out for interpretation. <br /> <br />Jon Schwartzman, Alloy Recovery Company, reiterated that this was not a requirement of the <br />MPCA (Minnesota Pollution Control Agency) and questioned whether the City should require <br />such. <br /> <br />Ms. Frolik responded that the MPCA only comes out if there is a problem and this was a way for <br />the City to be made aware of any problem. <br /> <br />Mr. Schwartzman discussed the operations of the furnace and the fact they have a Class D license <br />because they don't emit anything that would cause a problem based on what State standards are. <br />He also added that they never burn the same thing each day and to have someone come out and test <br />would be pointless. <br /> <br />Commissioner Deemer suggested requiring that the City get copies of the State test results. <br /> <br />Mr. Schwartzman explained that the State puts the responsibility on the individual companies to <br />submit a report. If there is something in the report they don't like, they will come out to inspect. <br />They inspect the furnace twice a year but do not necessarily conduct emissions testing. If the <br />furnace is working properly, there will not be pollution problems. <br /> <br />Ms. Frolik inquired whether the State provides the company with a copy of their report, and Mr. <br />Schwartzman replied yes. Ms. Frolik then inquired whether the applicant could submit copies of <br />those inspection reports, and Mr. Schwartzman agreed to such. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to modify #6 to comply <br />with the process that is being done at the present time. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, <br />Jensen, LaDue, and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Thorud and seconded by Commissioner Deemer to replace the word <br />"ash" with "dross" throughout the document with the exception of #3 wherein "ash" should be <br />deleted altogether. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Thorud, Deemer, Holland, <br />Jensen, LaDue, and Terry.
