Referencing #12, Storage of Received Materials, Feedstock, Separated Materials, and Equipment, <br />Ms. Frolik noted that the City Administrator is very concerned about what is going to be outside. <br /> <br />Mr. Schwartzman stated that he didn't believe their feed stock material exceeds the 30'x50' area. <br />He assured the Commission that when they build the new addition, they will be moving a lot of <br />that feed stock into the building. <br /> <br />Ms. Frolik reminded that this includes materials and equipment, and Mr. Schwartzman affirmed <br />that they intend to put everything they can inside the building. <br /> <br />Referencing #26, Screening, Commissioner Deemer suggested using more del'mite language than <br />"opacity" because by definition light transmits through opaque. <br /> <br />It was the consensus of the Planning Commission that the language "opacity" was acceptable. <br /> <br />Referencing #38, Trailer/Vehicle Storage, it was questioned whether semi-trailers were required to <br />be registered anymore. <br /> <br />Mr. Schwartzman stated it was irrelevant since they didn't own any trailers that were road worthy. <br />An unidentified member of the audience stated that semi-trailers need to be registered every year. <br /> <br />Commissioner Terry disagreed, stating that the laws were changed in 1985, and now once you buy <br />a license plate, you are not required to buy tabs each year. <br /> <br />Ms. Frolik expressed concern regarding Mr. Schwartzman's statement that the trailers were not <br />road worthy. <br /> <br />Mr. Schwartzman recanted stating that the trailers are road worthy but they do not choose to use <br />them for that purpose. <br /> <br />Ms. Frolik stated that the intent of this particular requirement is so that old trailers are not kept on <br />the site for storage, but through discussion the Planning Commission apparently decided that was <br />acceptable. <br /> <br />Commissioner Holland stated he saw nothing wrong with this item. <br /> <br />Ms. Frolik pointed out that the dross trailer will be in violation if this term is left as it reads. <br /> <br />Mr. Schwartzman explained that the two trailers for the dross storage are designed not to move. <br />They could be taken on the road, but they choose not to do so. They are not moved when <br />removing the dross from the site. <br /> <br />Chairperson Bawden inquired why the applicant uses trailers for dross storage. <br /> <br />Mr. Schwartzman explained that the trailers are designed to be at the same height as the loading <br />ramp. They would have to build a container 4-5 feet off the ground, and these trailers are already <br />designed for that. Therefore the trailers are not only convenient, but a safer situation. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner lensen to delete the last sentence <br />in #38 which reads "All vehicles and trailers on site must bear a current license, be registered, and <br />must be road worthy." <br /> <br />Planning Commission/April 2, 1996 <br /> Page 4 of 18 <br /> <br /> <br />
