PUBLIC HEARING
PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission conducted a public hearing on Tuesday, June 4, 1996, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input
regarding a proposed ordinance to amend Chapters 5 and 9 of the Ramsey City Code regarding
parking and storing vehicles and equipment in the Residential Districts.

Members Present:

Chairperson David Bawden
Commissioner Benjamin Deemer
Commissioner Paul Holland
Commissioner Sharon Jensen
Commissioner Charles LaDue
Commissioner Michael Terry
Commissioner Bradley Thorud

Also Present:

City Engineer Steve Jankowski
Zoning Administrator Sylvia Frolik

CALL TO ORDER

Chairperson Bawden called the public hearing to order at 7:50 p.m.

PRESENTATION

Zoning Administrator Frolik stated that since the Commission's last review of Chapters 5 and 9, the
proposed amendments were forwarded to the City Council for review. Council expressed concern
that the ordinance provides the opportunity for residents to convert a majority of their yard to a
prepared surface and inundate the parcel with vehicle storage. Another concern expressed was the
need to have language that prevents persons from storing vehicles and equipment for friends and
relatives.

Ms. Frolik explained that language already exists in the proposed ordinance that prohibits the parking
and storing of commercial vehicles and equipment in the front yard. City Staff, in consultation with
Commissioner Deemer, added language to the proposed ordinance to prohibit parking and storing
of private use vehicles and equipment in the front yard unless it is on the driveway. A definition of
driveway was also added to the ordinance. In addition, language was added to require that vehicles
and equipment stored or parked on a property are registered to persons residing on the property.

Public Hearing/Planning Commission/June 4, 1996
Page 1 of 4
