Chairperson Bawden pointed out that in revising the ordinance, some things became more relaxed
and some became more strict. He explained that the City began to enforce the present ordinance and
residents were unhappy, thus the revisions.

Mr. Solmonson questioned the rationale of the impervious surface. Ms. Frolik stated that the cost
to install the surface would make the owner consider the value of the said vehicles and equipment and
it would, hopefully, cause them to consolidate all of the vehicles and equipment to one area on the
property.

Bob Tomasjewski, 15645 Yakima Street, stated that he had a concern regarding enforcement and
asked who would be responsible for enforcement. Commissioner Deemer stated that the City
Attorney and the Police Department would be enforcing this ordinance. Ms. Frolik stated that it may
be enforced on a complaint basis only. Mr. Tomasjewski stated that he thought a complaint basis
would be discriminatory. He asked if limestone was an acceptable surface, and Mr. Jankowski stated
that it was. Mr. Tomasjewski also stated that he could not put any other buildings on his property
so he was put in a difficult situation. He stated that the definition for a driveway was too narrow and
did not allow enough room for parking and shuffling cars.

Harold Bauer, 7910 - 156th Avenue NW, stated that he had a 1-ton pickup that was given to him by
the company he worked for. He stated that he was on call 24-hours a day, 7 days a week. Mr. Bauer
stated that his truck was too tall for his garage. Commissioner Deemer stated that he had the 75%
screening option. Chairperson Bawden explained that the law currently reads that a 1-ton truck
cannot be parked there. He stated that the new ordinance was less restrictive and the City now has
staff available to enforce the ordinance.

Chuck Ponto, 7745 - 156th Avenue NW, stated that he had a 1-ton vehicle which is used for his
work. He stated that he worked for Snap On Tools and he had applied for a variance in the past to
park inside but it was not granted. Ms. Frolik stated that the limit for height of building has changed
to 22 feet.

Chairperson Bawden stated that the Ordinance has not yet been adopted. Ms. Frolik stated that it
was not unusual to take 18 to 20 months to "iron out"details. Ms. Frolik added that it was not the
intent to prohibit company vehicles. Commissioner Deemer clarified that the concern was renting out
parking spaces.

Ms. Frolik reminded everyone to list their name and address on the sign up sheet for the record.

Mr. Solmonson reminded the Commission to consider the cultural lifestyle differences.

Public Hearing/Planning Commission/June 4, 1996
Page 3 of 4
