In order to allow safe access, the access points have to <br />be 600 feet apart which allows a 10 second reaction time. Mr. Jankowski stated that 149th <br />is to be connected to Sunwood Street, but not until T.H.//47 is expanded. Mr. Jankowski <br />stated that the property owners that need to be relocated should be identified. <br /> <br />Commissioner Jensen expressed concem regarding the East access to T.H. #47 from <br />SuperAmerica. Mr. Jankowski stated that there will be a raised median so left tums will not <br />be allowed. Commissioner Jensen expressed that this was an unsafe area considering two <br />banks are going in and many children use the pedestrian crossing. <br /> <br />Commissioner Deemer asked why the four lane highway was not in the center of the right-of- <br />way. Mr. Jankowski stated that there was not equal right-of-way on both sides of the <br />highway and the Planning Commission recommended approval of those plats. Commissioner <br />Deemer stated that the plats were approved with extra width so when the road was improved, <br />it could be expanded. Chairperson Bawden stated that the center of the right-of-way should <br />have changed. Commissioner Deemer stated that the road should be moved to locate it in <br />the center of the right-of-way. Mr. Jankowski stated that after the mm lanes and medians <br />there was not a lot of extra right-of-way to deal with. <br /> <br />Commissioner Jensen asked if the accident data was submitted for 1995. Mr. Jankowski <br />replied that the study was compiled in the Fall of 1995 and there was not complete <br />information at that time. <br /> <br />Commissioner Deemer stated that the cul-de-sac on County Road//116 should be taken out. <br />Mr. Jankowski advised it would be. <br /> <br />Chairperson Bawden stated that one of the main concems from the public hearing was the <br />time frame for this to happen. Mr. Jankowski stated that traffic volumes would outline when <br />certain things would happen. Mr. Jankowski added that Mn/DOT was cautious about <br />funding. <br /> <br />Case//2: Discuss Recruitment and Qualifications for Planning Commission Members <br /> <br />Administrative Services Manager Linda Waite-Smith stated that the City Council requested <br />that she conduct a study of how Commission members were appointed in Ramsey as well <br />as other cities. Ms. Waite-Smith stated there was a copy of the report included in the <br />Agenda for this meeting and that she would like to cover three areas of the report; (1) hear <br />comments regarding the report, (2) hear any additions, (3) hear recruiting suggestions.
