Case #2: Request for Sketch Plan Approval of a Minor Subdivision; Case of David Tranby <br /> <br />Zoning Administrator Sylvia Frolik explained that David Tranby wants to divide 29 acres into three R-1 <br />Rural lots, which would meet the 4 in 40 density criteria. Ms. Frolik explained that Mr. Tranby has a <br />buyer for the existing home which would be on a 10 acre lot and he would like to build his new home on <br />a 2.5 acre lot to lessen the impact on the remaining property. Staffis recommending approval of these <br />minor subdivisions. <br /> <br />Commissioner Deemer asked if the rural street width is 60 feet. City Engineer Steve Jankowski stated <br />they have been approving 60 to 66 feet based on what is adjacent. <br /> <br />Commissioner Thorud asked if they were considering an access point on that part comer of Lot C that <br />abuts #83 in the future. Ms. Frolik stated they were not. Commissioner Thorud stated that in the future, <br />access in that comer may promote a good flow, but was irrelevant at this time. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to recommend the City <br />Council approve the sketch plan for a minor subdivision. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, Jensen, LaDue, <br />Terry, andThorud. VotingNo: None. <br /> <br />Case #3: <br /> <br />Request for Site Plan Review of Ampride; Case of Metropolitan Visions and <br />Hennepin Co-op Seed Exchange <br /> <br />Zoning Administrator Sylvia Frolik explained that Hennepin Co-op Seed Exchange is proposing to build <br />a convenience store with a car wash on the Southeast quadrant of the intersection of Sunfish Lake <br />Boulevard and T.H. #10. City Engineer Steve Jankowski is recommending denial of the access to T.H. <br />#10, due to the high activity level on that intersection. Mr. Jankowski is recommending that there be one <br />access on Sunfish Lake Boulevard to be shared with the lot to the South. Ms. Frolik stated there needed <br />to be a final site plan showing the paved and curbed off-street parking. Ms. Frolik explained that Staffis <br />recommending approval of this site plan, contingent on these items. <br /> <br />Rick Zieser, representing Hennepin Co-op Seed Exchange, distributed further information to the Planning <br />Commission regarding their plans and what they are proposing. Mr. Zieser stated there is a problem with <br />the one access recommendation fi.om Sunfish, as they were planning enter only and exit only accesses. <br />Commissioner Thorud stated that a center island would make the exit a right out only. Mr. Zieser replied <br />that he was not sure if Sunfish Lake Boulevard was wide enough for a center island. Mr. Jankowski <br />stated that Sunfish Lake Boulevard was wide enough for a center island and would accept two accesses <br />on Sunfish Lake Boulevard, enter and exit only, in lieu of Highway 10 access. <br /> <br />Commissioner Jensen asked what the primary color would be for the proposed building. Mr. Zieser <br />stated that the primary color would be red and offered a picture of the Ampride station in East Bethel. <br /> <br />Commissioner Holland asked if there were any DNR issues pertaining to this lot. Ms. Frolik replied that <br />there were not, as the border of the Critical Overlay Area was in the center of Sunfish Lake Boulevard. <br /> <br />Planning Commission/July 2, 1996 <br /> Page 4 of 6 <br /> <br /> <br />
