Commissioner Deemer pointed out the petroleum drainage issue. Mr. Jankowsld explained that a
condition of the site plan approval was a drainage plan to include a sediment sldmming pond for discharge
into the storm sewer.

Commissioner Deemer stated there was no need for a sidewalk on the East side of the intersection,
because there was no cross walk on the highway. Mr. Jankowski stated there would be a sidewalk on at
least one side. Commissioner Deemer stated that by eliminating the sidewalk on the East side, it would
discourage pedestrian traffic from crossing.

Commissioner Holland asked what the time line was for the project. Mr. Zieser stated they would like to
have the project underway this November, and they were starting demolition of the property next week.

Commissioner Jensen asked what type of landscaping was planned. Mr. Zieser replied the landscaping
would consist mainly of grass with some shrubs. Ms. Frolik explained there was no screening required
due to the small lot between the residential area on the south side of Riverdale and this lot.

Commissioner Deemer asked about the sign height limits. Ms. Frolik explained the sign height limitation
was 25 feet, and a separate permit would be necessary for the signage. Mr. Zieser asked if the 100 square
feet included the reader board. Ms. Frolik stated the 100 square feet does have to include the reader
board. Commissioner Deemer stated the sign was too close to the street, due to a 50 foot limitation. Ms.
Frolik added that a 12 foot vertical clearance was also necessary on that intersection.

Motion by Commissioner Holland and seconded by Commissioner Deemer to recommend that City
Council approve the proposed site plan contingent on the City Engineer's letter and tonight's discussion.

Motion carded. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, Jensen, LaDue,
Terry, and Thorud. Voting No: None.

Case/t4:

Monthly Status Report

This information was noted.

Case//5: Zoning Bulletin and Zoning News

This information was noted.

COMMISSION INPUT

Commissioner Deemer asked Staffabout a fiver lot in Riverview Estates currently being developed with
a home and cuts were made into the blutE. Ms. Frolik stated that she had seen a letter fi'om the DNR with
their recommendations to resolve the situation. Mr. Jankowski stated that they are also trying to get
drainage l?om their backyard into the river and has requested to put in a culvert. Ms. Frolik clarified that
they were referring to Lot 4 of Riverview Estates on the South side of the shopping center.

Planning Commission/July 2, 1996
