Commissioner Thorud asked what type of business T. & G. Land, Inc. was, regarding the storage of
equipment. Dave Erickson, representing Tom Sauter, explained T. & G. Land, Inc. was an
earthmoving/excavating business.

Commissioner Deemer asked if the overhead doors in the front were drive-in bays. Mr. Erickson
explained they were drive-in bays, and they were not loading docks.

Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City
Council grant site plan approval to T. & G. Land, Inc.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Jensen, Terry, and
Thorud. Voting No: None. Absent: Commissioner Holland.

Case #14:

Proposed Modification of Development District No. 1 and Modification of Tax
Increment Financing Plan for Tax Increment Financing District No. 6

Zoning Administrator Sylvia Frolik explained that the City of Ramsey, with the construction of the Anoka
Electric Cooperative (AEC) Headquarters, created Tax Increment Financing District No. 6. She stated
that this needs to be expanded to include the RSP facility. Ms. Frolik explained that the Planning
Commission needs to render an opinion that it is in compliance with the comprehensive plan for the City
of Ramsey.

Commissioner Deemer stated that the County should be involved and they needed a "right-mm yield" on
southbound 57 and Highway 10 to alleviate a potential dangerous situation. Mr. Jankowski explained
that he has written to the County and has not yet received a response.

Motion by Commissioner Deemer and seconded by Commissioner Thorud that the Ramsey Planning
Commission has reviewed the modified development program for Development District No. 1, and the
modified Tax Increment Financing Plan for Tax Increment Financing District No. 6 and has determined
that it is in compliance with the comprehensive plan for the City of Ramsey.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud, Jensen, LaDue,
and Terry. Voting No: None. Absent: Commissioner Holland.

Case #2:

Request for a Conditional Use Permit for an Oversized Metal Accessory Building
on Less than 2.5 Acres; Case of Brian Wetterlind

Zoning Administrator Sylvia Frolik explained that the City received an application from Brian Wetterlind
for a conditional use permit to construct an oversized metal accessory building on 2.4 acres in Oleo
Acres. She pointed out that the properties located on the northeast and south side of this lot qualify for
a metal accessory building, and their accessory building space allotments range from 2,664 square feet to

Planning Commission/August 6, 1996
