Case #3: <br /> <br />Request for Preliminary Plat Approval of Alpaca Estates 4th Addition; Case of <br />Haakon Jarnes <br /> <br />Haakon James, 7807 - 142nd Avenue NW, asked if he could present the final plat at the next meeting. <br />Ms. Frolik explained that the preliminary plat needs City Council approval before the final plat is <br />presented. <br /> <br />Commissioner Deemer asked if this project will assume expenses for the construction of Llama Street. <br />Mr. Jankowski replied affirmatively and added that something could be worked out by the applicant <br />to share the expenses with the adjacent property. Commissioner Deemer stated the neighboring <br />resident should be forewarned of any such plan. Mr. Jankowski explained that was an option. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer to recommend that City <br />Council approve the preliminary plat for Alpaca Estates 4th Addition. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, Jensen, <br />LaDue, Terry, and Thorud. Voting No: None. Absent: None. <br /> <br />Case #4: <br /> <br />Request to Rezone Certain Property from B-1 Business to B-2 Business; Case <br />of Casey's General Stores, Inc. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to delete Case #4. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, Jensen, <br />LaDue, Terry, and Thorud. Voting No: None. Absent: None. <br /> <br />Case #5: Request for Site Plan Review; Case of Casey's General Stores, Inc. <br /> <br />Zoning Administrator Sylvia Frolik explained that Casey's General Stores, Inc. has submitted a site <br />plan for the development of a 2,720 square foot convenience store located on the northeast quadrant <br />of County Road/ti 16 and Sunfish Lake Boulevard. She explained that neighboring residents were <br />notified of the rezoning. The facility will have access from Industry Avenue and Sunfish Lake <br />Boulevard. Ms. Frolik explained that the proposed project meets City Code requirements for <br />architectural standards, lot coverage, setbacks, design and number of off-street parking spaces and <br />driveways, screened waste enclosure, landscaping and screening. The Planning Commission will have <br />to make a determination on the light fixtures, due to the two inch vertical surface. Ms. Frolik <br />explained that the plan needs to be modified to identify handicapped parking spaces. Anoka County <br />is recommending the elimination of the access on County Road #116. <br /> <br />City Engineer Steve Jankowski explained that the City is willing to compromise by having the access <br />on County Road #116 moved to the east. He explained that he has concerns regarding drainage. Mr. <br />Jankowski explained the drainage was directed southwest to northeast. He explained that future land <br />use to the northeast will be townhomes.
