Case #7: Monthly Status Report <br /> <br />Commissioner Deemer noted that Mr. McLafferty has still not signed and returned the conditional <br />use permit to the City. <br /> <br />This information was noted. <br /> <br />Case #8: Zoning Bulletin and Zoning News <br /> <br />This information was noted. <br /> <br />COMMISSION INPUT <br /> <br />Chairperson Bawden asked about recent revisions made by the State in regulations for septic systems <br />and where the jurisdiction belongs to the City. He commented on the resulting confusion of whether <br />certification of septic systems is needed for lending institutions. Chairperson Bawden stated it <br />appears there is great confusion regarding what prevails and suggested Staff determine whether this <br />issue needs to be addressed in the City's ordinances. <br /> <br />Chairperson Bawden reviewed the language regarding failing septic systems and requirements for <br />certification and rectifying it by the seller or buyer if the property is to be sold. He recommended the <br />City establish an ordinance on what it will do should such an event occur (accept guidelines from <br />State, require inspection, etc.). He noted there is a question of when an "eminent threat to health" <br />exists and suggested this event be identified within the City Code. <br /> <br />Ms. Frolik suggested the Building Official contact Chairperson Bawden to discuss the requirements <br />of the ordinance and determine whether deficiencies exist. <br /> <br />Commissioner Deemer suggested a subcommittee be established to discuss this issue with the <br />Building Official. <br /> <br />Commissioner Thorud volunteered to work with Chairperson Bawden on this issue. <br /> <br />Ms. Frolik advised there has been a request to schedule a special meeting to consider a minor <br />subdivision. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to schedule a special <br />meeting on Wednesday, October 16, 1996, at 6:30 p.m., to consider the minor subdivision. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud, Holland, <br />Jensen, and LaDue. Voting No: None. Absent: Commissioner Terry. <br /> <br />Commissioner Deemer pointed out that in June, Planning Commissioners were only paid for one <br />meeting and it should have been for two meetings.
