Mr. Jankowski advised the "ESS" curve alignment is estimated to cost $150,000 but will have some <br />additional environmental mitigation costs due to wetlands, so a higher unit price is anticipated. The <br />estimated cost for the original alignment, including the acceleration lane, and additional traffic signal <br />is $221,250. <br /> <br />Commissioner Deemer noted the City would only have to pay for one-half of the signal cost, or <br />$75,000. He asked if the "ESS" curve alignment can be constructed without the need for impact to <br />the wetland. Mr. Jankowski reviewed work done with another roadway and his impression that speed <br />limits should not exceed 40 miles per hour. Also, since the "ESS" curve would not be considered <br />until the homes no longer exist, it may be possible to minimize the radius. <br /> <br />Commissioner Deemer stated he believes the estimated costs need further work and that a retaining <br />wall would be needed on the northwest side of the roadway to avoid the wetland as well as a <br />substantial amount of fill. <br /> <br />Discussion ensued regarding the estimated time line, projection of eight to 20 years in the future, and <br />roadway alignments. <br /> <br />The Planning Commission noted the anticipated timeline of eight to 20 years provides plenty of time <br />for further discussion and review. <br /> <br />Case #6: Reschedule November 1996 Meeting Date <br /> <br />Zoning Administrator Sylvia Frolik noted that the regular meeting date for the November Planning <br />Commission and Board of Adjustments falls on Tuesday, November 5th. Since it is the same date <br />as the General Election, no public meetings can take place. Therefore, the meeting date will need to <br />be rescheduled. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer to reschedule the regular <br />Planning Commission meeting in November from Tuesday, November 5, to Thursday, November 7, <br />1996. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, Jensen, <br />LaDue, and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to reschedule the regular <br />Board of Adjustment meeting in November from Tuesday, November 5, to Thursday, November 7, <br />1996. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, Jensen, <br />LaDue, and Thorud. Voting No: None.
