the wetlandg be delineated and dedicated ag drainage and utility eagementg. However, the
purpose of the delineation and dedication is to prevent filling of wetlands. It is doubtful
that filling of wetlands will be necessary for one more home. In addition, there are so
many wetlands on the property that a delineation would be cost prohibitive to achieve one
more lot. Therefore, City Staff is recommending that a wetland delineation and dedication
be required upon further resubdivision of the property. Verbal comments from Mn/DOT
indicate that an additional 27 feet of right-of-way is desired on both sides of the centerline
of T.H. #47. City Staff recommends that the transportation impact fee due on the plat be
waived in consideration of the additional right-of-way dedicated.

Kelsey Gustafson indicated that the family was not aware that Mn/DOT desired additional
right-of-way on T.H. #47 and the family would need some time to consider their options.

Motion by Commissioner LaDue and seconded by Commissioner Deemer to approve the
sketch plan for Wildlife Sanctuary and recommend that City Council grant final plat
approval to same with a variance to the lot width on Lot 2 and no wetland delineation.

Motion carried. The project will have access onto McKinley Street and Azurite
Street. The project meets all code requirements except that approximately 6 feet of the
south wall of the building encroaches on the 40 foot setback from McKinley by about 5
feet. Because the encroachment is so minor and because of the unique lot configuration,
Staff is recommending approval of the encroachment. Staff is also recommending approval
of the loading docks facing Azurite Street as there is not sufficient area to design the
building with the docks on the north wall.

Mr. Sharp stated that he is requesting an additional modification to the site plan to design
the Azurite access as a horseshoe type which will result in two entrances on the road.

The Planning Commission reviewed Mr. Sharp's modified site plan with two accesses onto
Azurite.

Motion by Commissioner Holland and seconded by Commissioner Deemer to recommend
that the City Council approve the site plan submittal from Dennis Sharp for the
development of Lot 1, Block 1, Ferrum 2nd Addition with a variance for the southeast
corner of the structure to encroach on the front yard setback by 5 feet and dual access onto
Azurite Street N.W.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland,
LaDue, Terry and Thorud. Voting No: None. Absent: Commissioner Jensen.

COMMISSION INPUT

Commissioner Deemer stated that the Planning Commission should initiate an amendment
to the performance standards in City Code to clarify that standing seam metal roofs and
decorative applications to buildings are acceptable in the commercial and industrial districts.

Planning Commission/October 16, 1996
