Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Jensen, Deemer, LaDue, Terry, and Thorud. Voting No: None. Absent: Commissioner Holland. NOTE CITY COUNCIL MINUTES Chairperson Bawden noted the following City Council Minutes: 1. City Council public hearing and regular meeting minutes dated August 13, 1996. 2. City Council regular meeting minutes dated August 27, 1996. 3. City Council regular meeting minutes dated September 9, 1996 (DRAFT). PUBLIC HEARINGS Chairperson Bawden adjourned the regular Planning Commission meeting at 7:47 p.m. in order to conduct the following public hearings: Proposed Ordinance to Establish Regulations for Parking Private and Commercial Use Vehicles and Equipment in the Residential Districts. Proposed Ordinance to Amend the Lot Coverage Restrictions in the Residential Districts. Chairperson Bawden called the regular Planning Commission meeting back to order at 8:20 p.m. COMMISSION BUSINESS Case #1: Consider Proposed Ordinances to Establish Regulations for Parking Vehicles and Equipment in the Residential Districts Chairperson Bawden stated it is Staff's recommendation that references to 'Rural District' be replaced with 'outside the Metropolitan Urban Service Area' (MUSA). The MUSA is a much more clearly defined area on the Zoning Map; there really isn't a reference to a Rural District on the Zoning Map; we have Rural Transition, Rural Service and Urban Transition. Commissioner Thorud confirmed that if the MUSA line changes, the ordinance will follow. Confirmation of this was for the purpose of ensuring residents are properly informed so that if something were to transpire next year, those residents affected by the MUSA line would be subject to certain ordinances which might have not previously applied to them. Motion by Commissioner Thorud and seconded by Commissioner Terry to change the reference to the MUSA line. Planning Commission/November 7, 1996 Page 3 of 6
