Absent: Commissioner Holland. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Jensen to recommend that City <br />Council adopt the Ordinance amending 9.02 (Definitions) and 9.11.10 (Off Street Parking) of the <br />Ramsey City Code and adopt the Ordinance to amend 9.20.11 (R-1 Rural Residential District) and <br />9.20.12 (R-1 Urban Residential District ) of the Ramsey City Code. <br /> <br />Motion Carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Jensen, LaDue, Terry, <br />and Thorud. Voting No: None. Absent: Commissioner Holland. <br /> <br />Zoning Administrator Sylvia Frolik referred to Chapter l,,rme of the City Code for clarification of how <br />it applies to unlicensed vehicles. She also referred to Chapter Five of the City Code for clarification <br />of"junk vehicles." Previously, if a person owned a junk vehicle but had license tabs for it, it would <br />no longer be considered a junk vehicle. Now, with passage of the new ordinance this past summer <br />to Chapter 5, you could still have one unlicensed vehicle, but it would have to be operable. <br />Commissioner Deeroer added an operable vehicle would be classified as one that is "self propelled." <br /> <br />Case #2: <br /> <br />Approve Interim Ordinance Temporarily Prohibiting Construction of New <br />Towers <br /> <br />This interim ordinance has resulted from a need to study issues to determine what regulatory controls <br />should be in place in order to properly regulate towers which would provide cellular communications <br />services. <br /> <br />Commissioner Deemer inquired whether this ordinance would affect those permits already in process; <br />Ms. Frolik responded, no. <br /> <br />Chairperson Bawden inquired whether anyone had approached the City for use of the water tower <br />structure and Ms. Frolik responded in the affirmative. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Jensen to recommend Council <br />adoption of the proposed ordinance to establish a 90-day moratorium on construction of towers and <br />direct City Staffto draft an ordinance that will regulate tower construction for review by the Planning <br />Commission. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Jensen, LaDue, Terry, <br />and Thorud. Voting No: None.
