of any previous occurrences of intrusion via fence climbing at any sites. Mr. Price provided a <br />picture of the type of proposed tank and building for review by Commission members. <br /> <br />Commissioner Deemer indicated a desire to see berming installed for deflection purposes in case of <br />an explosion. Mr. Price responded the probability of an explosion is highly unlikely given the <br />nature of a vaporous gas. Commissioner Thorud inquired about the presence of a fu'e <br />extinguisher; a 150-pound extinguisher is located on site. <br /> <br />Commissioner Jensen reiterated her concern about fence height and related safety with kids. Mr. <br />Price responded there is normally barbed wire located at the top of the fence. Commissioner <br />Deemer suggested trace wire be placed on the top of the fence to address Commissioner Jensen's <br />concerns. Mr. Price responded this type of wiring is not currently in place at any of its plants <br />locations. <br /> <br />Commissioner Thorud noted operation of the plant is approximately twenty days per year and <br />inquired about the frequency of in-person monitoring at the plant. Mr. Price responded in-person <br />monitoring of the plant would occur a minimum of one time per week, adding expansion of the <br />plant does not change the activity level at the site from the standpoint of utilities. <br /> <br />In response to Commissioner Jensen, Mr. Price indicated there has never been an occurrence of <br />graffiti on the plant site. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend Council <br />approval of the Findings of Fact relating to a request from NorAm Energy Management to expand <br />a non-conforming propane air peaking plant in a positive format. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud, Holland, <br />Jensen, LaDue, and Terry. Voting No: None. <br /> <br />The Planning Commission proceeded to review the terms of the permit. <br /> <br />Ms. Frolik suggested Commission members consider amending the permit to include requirement <br />of NorAm to remain in accordance with standards set forth by the National Fire Protection <br />Association Booklet. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Terry to recommend that City <br />Council approve the issuance of the permit with the addition of a term stating that "NorAm Energy <br />Management, Inc. will continue to operate under the standards set forth by the National Fire <br />Protection Association Booklet #59." <br /> <br />Amendment by Commissioner Jensen and seconded by Commissioner Deemer to also amend the <br />permit with the addition of a term to require placement of barbed wire on top of the fence. <br /> <br />Amendment carried. Voting Yes: Chairperson Bawden, Commissioners Jensen, Deemer, <br />Holland, LaDue, Terry, and Thorud. Voting No: None. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Terry, Deemer, <br />Jensen, LaDue, and Thorud.
