PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, December 3, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a Request for Conditional Use Permit for Grading and Filling; Case of Robert Berglund. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Paul Holland <br />Commissioner Sharon Jensen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: None. <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:35 p.m. <br /> <br />PRESENTATION <br /> <br />Steve Jankowski, City Engineer, shared that Rum Acre Estates was platted in 1974. Temporary <br />drainage was placed on the subject property and in 1990 positive drainage was placed in conjunction <br />with the Juniper Woods Development. The lot owner has taken steps to remove the temporary <br />drainage easement on the property. During the spring and summer of 1996, the owner of the lot <br />caused the placement of approximately four feet of imported fill material to establish a house pad on <br />the property. <br /> <br />The amount of imported fill was significant enough to warrant a mining and grading permit. Since <br />a permit was not obtained prior to importation of said fill, three recommendations are being made for <br />inclusion in the permit as follows: <br /> <br />The applicant shall pay the cost associated with the patching of the pavement of <br />Juniper Ridge Drive, where the pavement was broken up by the tractor hauling <br />material to the site.
