MEMO <br />DATE: <br />TO: <br />FROM: <br />RE: <br /> <br />December 15, 1995 <br />City Council-Ramsey <br />Steve Kerr, Community Education Manager ~ <br />Information Request for Community School Programs <br /> <br />1) How many children that are Ramsey residents attend District # 11 <br /> schools and what buildings do they attend? <br /> <br />Ramsey Elementary 730 <br />Lincoln Elementary 45 <br />Fred Moore Middle School 3 <br />Sandburg Middle School 681 <br /> <br />Franklin Elementary 143 <br />Washington Elementary 244 <br />Jackson Middle School 2 <br />Peter Enich Kindergarten Center 202 <br /> <br />2) <br /> <br />In how many classes does the registration fee pay the full cost? <br />The definition of full cost includes the indirect costs such as the staff who create <br />programs, office supplies, clerical, computers, brochures etc. and the direct class <br />expenses such as instructor salary, benefits, class supplies. The registration fee never <br />covers the full cost of an individual class but does cover the direct class expenses about <br />95% of the time. <br /> <br />3) <br /> <br />What information do you have that would enable us to judge the benefit <br />of the program to the City of Ramsey and the students? <br />· National research identifies children as being most at risk between the time <br />students leave school and their parents return from their places of employment. The <br />Community School program offers the majority of their programs during this time <br />period. This provides a bridge between the end of the school day and the start of <br />community programs like athletic associations and church groups. <br />· Research also indicates that activities that engage children in positive activities <br />diminishes the likelihood that they will find them self in trouble. The enrollments and <br />variety of programs available to students creates opportunities for children with a wide <br />array of interests. <br />· A measure of the benefit can be determined by those who use the program. During <br />the past year 98% of the parents and students surveyed expressed satisfaction with the <br />class or program that they enrolled in. There were about 1000 students enrolled in the <br />program last year but over a third of the classes had waiting lists. There were 32,000 <br />people that passed through the doors at Ramsey Elementary to use the school facility <br />after hours. <br /> <br />4) <br /> <br />What is the formula for the purchase of services? <br />The School District provides funding to each building during the school year that <br />provides the resources to create 10 youth classes per quarter and coordinates the <br />scheduling of the school facility for community groups. Any expansion of service <br />from this basic service level is at the option of the municipality. The optional service <br />formula is based on the level of service the municipality is interested in purchasing. <br />The cost for example of an additional 15 youth classes per quarter would translate into <br />a cost of $5267 per year. This cost is derived by using an averaged cost of the <br />programming personnel across the District and determining what amount of time would <br />be necessm~y to produce the desired level of service. Most communities in the School <br />District participate to some degree in the expansion of program service for children. <br />There is one community that provides some additional support for community groups <br />use of the school facilities. <br /> <br /> <br />
