Annual Tree Sale/Environmental Expo

This year marks the 22nd anniversary of the Annual Tree Sale which is anticipated to be held on May 4,
1996, at Ramsey Elementary School, starting at 7:00 a.m. and continuing until 2:00 p.m.. As you are
aware, it has also been customary to hold the Environmental Expo on the same day as the tree sale.

Earlier this month it was the consensus of the Park and Recreation Commission to forego an
Environmental Expo at this time but still hold the annual tree sale as it is considered the overwhelming
draw. The Commission indicated that an Expo could actually be held at any time during the year, if
desired.

The primary expenditures for a tree sale alone would be related to staff time (Environmental Specialist,
maintenance worker and seasonal worker). As with all the other spring events, the City contributes this
staff time to the event by allowing the individuals hour-for-hour time off in the same pay period, with
the exception of the seasonal worker who would be paid a straight hourly rate. It is also anticipated that
there will be some minor expenditures related to incidentals, such as coffee and snacks for the vendors
and staff. This would be allocated from the $1,000 already included in the 1996 Adopted General Fund
Budget for an Environmental Expo. Expenditure of the balance,, for other than an Expo later in the year,
would require specific Council action.

In addition to the tree sale, it should be discussed as to the Councils desires to participate in an Arbor
Day event, either as a whole, or as individuals.

It is expected that the Committee will also recommend that City Council adopt the attached Arbor Day
resolution as in past years.

Committee Action:

Motion to recommend City Council authorize staff to finalize scheduling of the four annual spring
events as detailed in this case and to proceed with plans for these events,

and

Motion to recommend City Council adopt Resolution #96-03-
Day" and the month of May as "Arbor Month".

proclaiming May 4, 1996 as "Arbor

Reveiwed By:
City Administrator
Finance Officer

Copies Distributed to:
Officer Singewald
Economic Development Coordinator
Parks/Utilities Supervisor
Administrative Services Manager

FC: 3/26/96
