APPROVE SOLSTICE AND LAKE ITASCA PARK BUDGETS
By: Mark Boos, Parks/Utilities Supervisor

This case deals with two separate projects. The fin'st is completing Solstice Parks development and
the second is initiating improvements to the Lake Itasca Park area.

Solstice Park

Notification:

The Park Commission conducted several meetings with residents of the Solstice Park
neighborhood and also disseminated written requests for comment.

Background:

Solstice Park's development began in 1994, with grading and turf establishment. The play
equipment, shelter, and path construction was completed in the spring of 1995. Since then, some
salvaged trees were spaded into the park and a Scout group started a 500 square foot native plant
bed. The original budget available for Solstice Park was $35,075, nearly all of which has been
expended. The request herein is for a project amendment in order to complete these items not
possible at the time of initiation of park development.

Unless part of the Municipal Center property is developed in the furore for outdoor recreation,
Solstice will be the only park within the Prairie Recreation District. As a result of new home
construction in the last 1-2 years, an additional $13,000 is available for the Prairie District. These
funds do not include the Brandseth Addition slated for construction in spring 1996. Park
dedication from Brandseth will be approximately $37,125.

The Park Commission has considered the needs for Solstice Park and is recommending the
following from the $13,000 available:

7 Benches
2 Modest Entry Signs
2 Horseshoe Court (includes volunteer labor)
Fluorine Street Entrance Landscaping
In-park Landscaping/Volley Ball Court
Materials for Bird Boxes (includes volunteer labor)
Concrete Game Table for Shelter
Miscellaneous/Contingency

$ 900
975
1,000
2,500
2,000
100
950
570

Total $9,000

Enclosed for your information:

Solstice Park Budget Ledger
1995 Park Plan

Lake ltasca Park Develonmen~

Notification:

A mailing requesting comment was sent to all residents near the Lake Itasca Park in 1994. In
addition, the project was discussed as part of the 1995 C.I.P. process which included a public
hearing.
