CASE # ?C 9- REVIEW STIPENDS PAID TO VARIOUS BOARD AND COMMISSION MEMBERS By: Jessie Hart, Finance Officer The following information was presented at the Finance Committee meeting on April 23, 1996. At the direction of the Finance Committee, it is again being presented for review and consideration. Background: At a recent joint meeting between the City Council and the Planning Commission, it was requested that a case be placed on the next Finance Committee meeting to review the amount of stipends paid to various commission members. The City of Ramsey currently has the following boards and commissions [as established in Chapter 2.03 of the Ramsey City Code]: Planning Commission Park and Recreation Commission Economic Development Commission Fire Board Horse Care Board Board of Review Board of Adjustment Chapter 2.03.02 specifically states that board and commission members will serve without compensation, however, it states that board or commission members may receive a stipend for expenses [i.e., mileage]. Not included above is the Charter Commission which is governed by State Statutes. The Charter Commission does not currently receive any type of stipend or compensation. The stipend for boards and commissions is currently $25.00 per meeting for the chair and $20.00 meeting for regular board or commission members. At this time, only the Planning and Park and Recreation Commissions receive stipends. It has been the practice of the EDC to waive these stipends each year. It has been the practice of the City to provide the stipends to board and commission members for all meetings, including joint meetings held with the City Council or other boards and commissions even if special meetings are held on the same day as a regular meeting.
