It so happens that Administrative Services Manager Linda Waite Smith surveyed other TUG
cities in January of this year to find out how many provide stipends to appointed boards and
commissions [either compensation or stipends]. Attached is the memo she prepared regarding
the results of this survey.

In summary, she received responses from forty-two cities, of which only six [14%] provide any
type of compensation or stipend for boards and commission members. The compensation levels
range from $20 per month [City of Jordan all Boards and Commission members] to $92 per
month [City of Shoreview Planning Commission Chair].

The 1996 Adopted General and EDA Fund budgets allow for a total of $7,395 for all boards and
commissions and includes the following:

EDC 15 meetings per year $2,175
Charter 6 meetings per year -0-
Planning 18 meetings per year 2,610
Board of Adj. 6 meetings per year 870
Horse Care 6 meeting per year -0-
Park and Recreation 12 meetings per year 1,740

As mentioned previously, the EDC generally waives the stipend each year -- but it must be kept
in mind that this amount of $2,175 is not available in the General Fund Budget since it is
budgeted from the Economic Development Authority Fund.

Committee Action:

Based on discussion [if an increase is considered - the amounts be justifiable as stipends to offset
"expenses" and established by resolution].

Reviewed by:

City Administrator
Finance Committee
Administrative Services Manager

FC: 05/28/96
