AUTHORIZE ENTERING INTO CONTRACT WITH NORTH METRO HUMANE
SOCIETY FOR ANIMAL CONTROL SERVICES
By: Jessie Hart, Finance Officer

Background:

It is again time to review and renew the contract for animal control services. The North Metro
Humane Society [formerly Greater Anoka County Humane Society] has provided the attached
contract for consideration and signing. The contract, which is for the period of August 1, 1996 to
July 31, 1996, has only a few changes from previous contracts. The most significant being the
increase in transportation charges from $24.00 to $32.00 and the addition of a new charge for
administrative services [accounting, billing, etc.] at 5%.

As of the writing of this case, there had been no further action in regards to the City of Anoka
providing this type of service to Ramsey and potentially other municipalities, therefore, this is
still the only option to provide animal control services to the citizens of Ramsey.

We are anticipating that, before the next renewal period, there will be talk in regards to the
Society's policies and practices pertaining to billings. There is the possibility that the cash
collection could be forced onto the City which would require modifications to our procedures as
well as the Society's.

Committee Action:

Motion to recommend City Council authorize the City Administrator and Police Chief to enter
into and sign the attached contract for animal control services to be provided by North Metro
Humane Society.

Reviewed By:

City Administrator
Finance Officer
Police Chief

FC: 08/27/96
