AUTHORIZE BUDGET AMENDMENT TO PURCHASE FIRE DEPARTMENT LOCK
BOXES FOR RESALE TO LOCAL BUSINESSES
By: Jessie Hart, Finance Officer

Background:

At the last Fire Board Meeting, the Board unanimously agreed to the concept of providing fire
lock boxes to local businesses. The purpose of these lock boxes is to contain a key, and other
pertinent fire information, to the building so as to prevent as much damage as possible to that
building when the Fire Department is gaining entry during an emergency. The lock boxes would
be purchased by the City and resold to existing and new businesses who would inturn install the
boxes. They would all be keyed alike with only the Fire Department having access to the box.
The business would have no access to the contents and would need to notify the Fire Department
in the event the locks to the building would be changed.

These boxes would be located in inconspicuous places on the building itself. There has been a
positive reaction from local businesses to this concept.

Fire Chief Dean Kapler acquired two quotes for a specific size and style of lock box. The low
quote was from Metro Fire out of Wyoming, Minnesota, for a cost of $102.00 per box. It is
anticipated that a 15% administrative fee be added to arrive at a sales price of $117.30 plus sales
tax.

Chief Kapler is proposing to make an initial purchase of 10 lock boxes for a cost of $1,020.00. It
is anticipated that most if not all 10 boxes would be sold before the end of the year, generating
revenue of $1,173.00. This type of expenditure was not anticipated for 1996, thus
implementation of this program will require a budget amendment to the expenditures as well as
the revenues.

Committee Action:

Motion to recommend Council adopt Resolution #96-08-XXX Authorizing Budget Amendment
to Purchase Fire Department Lock boxes for Resale to Local Businesses.

Reviewed By:

City Administrator
Finance Officer
Fire Chief

FC: 08/27/96
