CASE

AUTHORIZE BUDGET AMENDMENT FOR ACCEPTANCE OF EMS GRANT
AND PURCHASE OF AUTOMATIC DEFIBRILLATOR DEVICE AND
TRAINING FOR THE POLICE DEPARTMENT
By: Jessie Hart, Finance Officer

Background:

Officer Tim Dwyer, in conjunction with Emergency Medical Services Council, has gained
approval for a $4,000 grant offered through the Anoka County Public Health Department.
The grant, which is awarded to one applicant per year, is for the purchase of and training
for use of an automatic defibrillator device for the Police Department.

The grant was awarded to the City of Ramsey this year and was based on our submission
of call records. The grant will cover the initial cost of the defibrillator, the first year
funding for replacement purposes, and the necessary training for our officers.

This device is carried in a patrol vehicle and is used, in conjunction with cardiopulmonary
resuscitation [CPR] to "restart' a heart that is in fibrillation. It requires a minimal amount
of training and is one additional tool the officers have at their disposal for first responder
care of persons having coronary problems.

The Police Department will try different options for ensuring it is available to all shifts.
These options will range from having selected shifts bring it out from the office at the start
of a shift to keeping it in one vehicle at all times. According to our current fixed asset
records, this will be our only device of this type and it should be anticipated that there will
be future requests for these devices, from both the Police and Fire Departments.

As of the writing of this case we are surveying other communities to determine the number
of defibrillators they might have and where these devices are assigned [i.e.: Police and/or
Fire]. It is anticipated that this information will be available for release at the Finance
Committee meeting.

The cost breakdown that would be allocated to the grant is as follows:

Automatic Defibrillator and accessories
First year replacement funding [10 yr life]
Training costs
Grant Funds Required

$3,384.86
338.49
210.00

$3,933.35

The $4,000.00 grant will cover all of the costs associated with the first year but will still
require a budget amendment.
