FC CASE # 4

REVIEW PROPOSED 1997 ENTERPRISE FUNDS BUDGETS
By: Jessie Hart, Finance Officer

Background:

The City currently has four Enterprise Funds for which we budget annually. These funds are as
follows:

Water Utility Fund - This fund is used to account for the operation of the City-owned
water system.

Sewer Utility Fund - This fund is used to account for the operation of the City-owned
sanitary sewer system.

Street Light Fund - This fund is used to account for the operation of the City-owned street
lights within subdivisions and the priority street lights throughout the City.

Recycling Utility Fund - This fund is used to account for the operation of the City's
curbside recycling program and annual recycling days.

We are currently in the process of compiling the proposed budget information for the
aforementioned funds. As part of this process, it is necessary to evaluate the adequacy of current
rates charged for these services and the potential need to increase these rates in order to ensure p
these functions continue to be self-supporting.

As a part of this process, we are surveying surrounding and other growing communities on their
utility rates. This information is helpful in that we need to be cognizant of the market in these
areas. The resulst or the survey should not be the determining factor in establishing our rates.
Ramsey's rates should be representative of our systems and our costs. The proposed budget
worksheets and rate survey are currently in process and were not available to be distributed with
this agenda packet although we anticipate they will be available for discussion at the meeting.

Committee Action:

None required - for discussion purposes only.

Reviewed by:
City Administrator
Finance Officer

Copies also distributed to:
City Engineer
Parks/Utilities Supervisor

FC: 11/26/96
