Ca~e # <br /> <br />CONSIDER APPLYING TO MNDOT FOR 1997 LOCAL INITIATIVE PROGRAM <br />FOR THE CONSTRUCTION OF HIGHWAY IMPROVEMENTS ON T.H. #47 <br />BETWEEN 142ND AVENUE AND CSAH #5 <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The current draft T.H. #47 Corridor Study has projected improvements to T.H. #47 between <br />142nd Avenue and CSAH #5 being warranted by traffic conditions within a range of three to seven <br />years. A summary of these types of improvements could include: <br /> <br />· The realignment of the intersection of CSAH #5 with that of Xkimo Street <br />· The signalization of the intersection of CSAH #5 and T.H. #47 <br />° The signalization of the intersection of 142nd Avenue and T.H. 47 <br />· The construction of a four lane section between 142nd and CSAH #5 <br />· The construction of frontage accesses on the east and west sides of T.H. #47, south of <br /> 142nd Avenue <br /> <br />The County Engineer has indicated the County's willingness to pursue this project as a candidate <br />project for the MnDOT local initiative program. The County has also suggested that accelerating <br />the T.H. #47/CSAH #5 project, which is currently scheduled beyond the year 2000, with an <br />estimated budget of $250,000, would cause the delay of the extension of C.R. gl 16 from Ramsey <br />to Armstrong, currently scheduled for 1998 with an estimated budget of $555,000. <br /> <br />The Council has indicated that the improvement along this segment of T.H. #47 is a high priority. <br />If we wish to pursue this project for funding in 1998, the City will need to make a formal <br />application to MnDOT by the end of 1996. It has been suggested in the Corridor Study that Anoka <br />County be the lead agency on this project; however, if frontage roads and the signalization of <br />142nd Avenue become a part of this project, it may be more appropriate for the City to take the lead <br />vote. The lead agency is responsible for the preparation of project plans and administering the <br />contracts. <br /> <br />In order to be considered for the Fiscal Year 1998 Local Initiative Program, an application needs to <br />be submitted to MnDOT by the end of December 1996. The application consists of a brief report <br />describing the scope and project participants. At this point, the City needs to determine the scope <br />of the desired project and make a request to the County for joint participation. <br /> <br />I have met with Mr. Dennis Eyler of SRF, Inc. who has prepared the T.H. #47 Corridor Study, <br />and asked him to prepare a letter outlining the scope, schedule and estimated costs necessary to <br />submit such an application.
