CONSIDER ADOPTION OF <br />REVISED SNOW REMOVAL AND ICE CONTROL POLICY <br />By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Since February 1996, the Road and Bridge Committee has been reviewing our snow removal and <br />ice control policies and practices. At the April 9, 1996 meeting, a revised snow and ice control <br />policy replacing our existing separate policies was reviewed by the Committee and forwarded to <br />the Council for comment. I have not received comment and would propose the Committee proceed <br />with recommending adoption of this policy. <br /> <br />A copy of the proposed and existing policies are attached for informational purposes. Also a <br />summary of the significant changes are presented below: <br /> <br />states a goal of having arterial streets passable by the morning rush period. <br /> <br />acknowledges that the type of storm may cause a deviation from the general procedures <br />stated in the Policy. <br /> <br />formalizes the damage repair policy on replacing mail boxes, and addresses the issue of <br />damage caused to other encroachments in the boulevard. <br /> <br />adds City responsibility for snow removal around fire hydrants when accumulations <br />become significant. <br /> <br />identifies 911 as the appropriate vehicle for emergency plowing requests. <br /> <br />In addition to revising the policy, two additional tasks need to be completed prior to the beginning <br />of the 1996/1997 winter season. As in 1995/1996, we will again provide snow removal routes to <br />Council. These routes are finalized by the street supervisor in the fall. Routes are modified to <br />adjust for newly constructed roads. This year's maps will identify major collector streets which <br />are to be plowed on a priority basis. The second task remaining to be completed before the next <br />winter season is a public information program directed through various media. Intern Sue <br />Matthews will continue to prepare materials for the Ramsey Resident, Cable TV and the Anoka <br />County Union. <br /> <br />Recommendation: <br /> <br />Staff recommends adoption of the revised Snow Removal and Ice Control Policy. <br /> <br />Committee Action: <br /> <br />Motion to recommend Council adoption of the revised Snow Removal and Ice Control Policy. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Administrator <br />Public Works Supervisor <br />City Attorney <br />R&B: 05/14/96 <br /> <br />/jmt <br /> <br /> <br />
