Case # <br /> <br />UPDATE ON T.H. #47 SAFETY IMPROVEMENT PROJECT <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />At the March 1, 1996 Road and Bridge Committee meeting, I presented a summary of <br />improvements currently proposed by MnDOT for construction in 1999. As a review, these <br />improvements include: 1) Replacing the existing bridges at Trott and Ford Brooks, 2) Adding turn <br />and bypass lanes to all intersections without them (the exception would be 177th Avenue), and 3) <br />milling and overlaying T.H. #47 with a new bituminous mat. <br /> <br />You will also recall that at this meeting I reported that the property owner located on the sharp <br />curve between 164th and 160th Lanes approached me indicating his interest in selling property to <br />MnDOT in order to flatten this curve. I wrote Mr. Larry Phillips, a Project Engineer for this <br />project, and asked him to investigate the possibility of incorporating this into a safety improvement <br />project. <br /> <br />Mr. Phillips had survey work performed and reviewed the alighment. He reported that the <br />horizontal curve could be flattened out to a 60 MPH design curve by realigning approximately 700 <br />feet of roadway. However, the speed limit, which has an advisory limit of 45 MPH, could not be <br />increased because the vertical alignment, which determines safe sight distance in this instance, <br />would still be substandard from a 60 MPH design speed. To adjust the vertical grades to meet this <br />standard would require construction along 1,600 feet of roadway which is significantly greater <br />than the parcel offered for sale could provide. In addition, a project of this expanded scope would <br />entail a considerable amount of earthwork and driveway grade adjustment. This proposal was <br />deemed to be too large of scope to be feasibile to include in this project. <br /> <br />However, Mr. Phillips suggested that improvement to the existing conditions could be made by <br />adding guardrail to the west side of the roadway, and by adding some superelevation to the curve <br />as a part of the milling and overlay project. Mr. Phillips has recommended these additions to his <br />project scoping committee. A decision has not been made at this time, however, the initial <br />response was favorable. Phillips also suggested that the addition of the guardrail might be <br />undertaken as a maintenance project prior to the 1999 construction project. <br /> <br />Committee Action: <br /> <br />None required.
