~CASE <br />UPDATE ON T.H. #47 LOCAL INITIATIVE PROJECT APPLICATION <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />On May 14, 1996, the Road and Bridge Committee reviewed the attached proposal from <br />SRF, Inc. (who also prepared the City's T.H. #47 Corridor Study) for the preliminary <br />work and application to MnDOT for a local initiative project covering improvement along <br />T.H. #47 from 142nd Avenue to C.S.A.H. #5. Discussion at that meeting left consensus <br />that such a project should include: <br /> · the realignment of the intersection of C.S.A.H. #5 with Xkimo Street <br /> · the signalization of C.S.A.H. #5 and T.H. #47 <br /> · the signalization of 142nd Avenue and T.H.//47 <br /> · the construction of a four lane section between 142nd Avenue and C.S.A.H. 4/5 <br /> <br />In addition, the work might include the construction of some service roadways to the <br />business parcels located on both sides of T.H.//47 between C.R. gl 16 and 142nd Avenue. <br /> <br />The proposal for performing this work has been estimated at $24,800. The concern of the <br />Road and Bridge Committee is two-fold. First, are all the tasks identified in the proposal <br />necessary? Second, what potential funding sources might be available to finance this <br />work? Mr. Dennis Eyler will be at the Committee meeting to review the individual <br />elements of the proposal. In preliminary discussion with him, it may be possible to reduce <br />the cost of the work necessary to prepare the application. The second question concerns <br />that of funding options. Below is a summary of potential funding sources for this study: <br /> <br />1) <br /> <br />Transportation Impact Fees. It would seem particularly appropriate to utilize impact fee <br />funds generated from all developments east of C.R. #57 for this work since the subject <br />segment of roadway would provide service to this trafficshed. Under our current <br />policy, however, it would be permissible to utilize impact funds generated city-wide for <br />this purpose. Still it was hoped impact fee funds would be utilized for construction <br />rather than planning purposes <br /> <br />2) <br /> <br />MSA Funds. Since this is a state trunk highway, the City could utilize "off-system" <br />MSA funds for both the planning and construction work, however, the cost of <br />preliminary engineering would not be reimbursed until construction commences. Use <br />of MSA funds would likely cause the delay of constructing some scheduled 1997 <br />construction projects. The current CIP plans two projects in 1997, the construction of <br />Riverdale Drive between Garnet and C.R. #56 at $190,000 and the construction of <br />153rd Avenue from Variolite to C.R. #83 at $712,000. <br /> <br />3) <br /> <br />TIF Funds. The segment of roadway is within a TIF development district, but the <br />adjacent vacant land is not within a TIF-generating district. Thus, pooled TIF funds <br />could be utilized for this project, but any development occurring on the adjacent <br />undeveloped land would not generate TIF revenue. Similar to MSA funds, if TIF <br />funds were to be used, other TIF projects would need to be delayed. <br /> <br />4) <br /> <br />Property Assessments/Contributions. Because at least a portion of the work will have a <br />direct benefit on properties adjacent to the road segment, it could be appropriate to <br />consider requesting partial funding from these properties.
