the evaluation of service roads is the most obvious example of work which will benefit <br />on adjacent property. In fact, it would not be necessary to perform this work in order <br />to submit the Local Initiative Program application. Also, property owners in the area <br />have shown a willingness to expend money for these types of services. This past year, <br />SuperAmerica and River's Bend Plaza have hired a consultant in response to the T.H. <br />#47/C.R. #116 project. <br /> <br />5) <br /> <br />Anoka County Highway. Anoka County does have responsibility for C.S.A.H. #5 <br />and several work elements do relate to costs the County would eventually incur, i.e., a <br />signal justification report for C.S.A.H. #5 and a preliminary layout for the realigned <br />intersection. On the other hand, this application will require some time resources on the <br />part of the County Highway Department. <br /> <br />6) <br /> <br />General Fund Revenues. A substantial number of the trips occurring down T.H. #47 <br />are made by Ramsey residents. The traffic increases from 4600 trips per day from the <br />northern city limits to 14,000 trips per day at C.R. #116. Any improvements to the <br />highway will result in a benefit to the existing residents of Ramsey. General fund <br />revenues may be considered appropriate. <br /> <br />0 bservations: <br /> <br />The immediate goal is to have an application prepared by December 1996 so that <br />consideration of this project can be made for construction in the summer of 1997. At this <br />meeting, we need to (a) refine the scope and cost of the work, and (b) identify funding <br />sources. <br /> <br />Recommendation: <br /> <br />Staff recommends the funding sources include a combination of MSA funds, general <br />funds, a request from Anoka County for financial or staff participation, and an assessment <br />to the fronting properties, A special purpose district should be investigated for this <br />purpose.
