~CASE #,..~ UPDATE OF T.H. #47 LOCAL INITIATIVE PROJECT Background: On October 7, 1996, an application for a project on T.H. #47 was submitted to MnDOT for consideration under the Local Projects Initiative Program. You may recall that the project consisted of the signalization of the intersections of C.S.A.H. #5 and 142nd Avenue with T.H. 947, the realignment of C.S.A.H. #5, and the installation of a four-lane section between C.S.A.H. #5 and 142nd Avenue. The anticipated cost and funding is as follows: Signal Signal 142nd/47 CSAH 5/47 Roadwork Total MnD(Yr 75,000 75,000 Anoka County 0 18,750 Ramsey 75,000 56,250 TOTAL 150,000 150,000 !,200,000 1,500,000 Since the submission of the application both ! and Denny Eyler of SRF have spoken to MnDOT regarding the submission. As you will recall, MnDOT's share of the project cost was an item of concern. Last year the average cost of a project funded by this program was under $200,000. In speaking to MnDOT, it is our impression that $500,000 will likely be the funding limit for successful projects. In addition, MnDOT commented that they would have great difficulty with the proposed four-lane section when the downstream section is currently being constructed with only two through lanes. Observations: It seems apparent that if this project is to be successful in being selected, it will require a change in scope from that which has currently been submitted. Even the reduction of the additional lanes will not reduce the cost sufficiently to fall below the anticipated $500,000 threshold. A likely solution would be to divide the project and request local initiative funding on one, and propose the complimentary project from a different funding source.
