Council accepted the report. <br /> <br />Case #11: Report from Personnel Committee <br /> <br />1) Request for Reassignment <br /> <br />City Administrator Schroeder summarized that, in November, Accounting Clerk Linda <br />Mayer approached the Personnel Committee requesting change in her duties to eliminate the <br />task.of recording the minutes at the Park and Recreation Commission meeting. This was <br />tabled to December and at that time it was requested to be discussed at the January <br />Personnel Committee meeting. The Personnel Committee chose not to provide any <br />affirmative action on this request but the third' item on their agenda includes some clerical <br />staff time budgeted. The Committee requested that staff come back to the Personnel <br />Committee meeting in March With recommendations regarding how we will utilize the <br />additional person for clerical and at that time we will re-discuss Ms. Mayer's request. <br /> <br />No Council action is required. <br /> <br />2) <br /> <br />Federal Omnibus Transportation Employee Testing Act and Related <br />Regulations Implementation Policy <br /> <br />Administrative Services Manager Waite Smith reminded Council, that effective January 1, <br />1996, the Federal Omnibus Transportation. Employee Testing Act applied to all City of <br />Ramsey employees performing duties that require a Commercial Driver's .License (CDL) <br />and ~1 applicants for positions that required a CDL. She presented the policy and stated <br />that it has been reviewed and modified for adoption by a number of TUG cities. The City <br />Attorney reviewed the policy and suggested we clarify who pays for evaluation of an <br />employee. Staff will do so. It has also been forwarded to AFSCME and no comments <br />have been received. Ms. Waite Smith asked that Council adopt the policy. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to adopt the <br />Federal Omnibus Transportation Employee Testing Act and Related Regulations <br />Implementation Policy. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />3) 1996 Staffing Improvements <br /> <br />City Administrator Schroeder pointed out that the clerical portion of staffing has already <br />been discussed and will be discussed more at a later date. He reported on a couple of the <br />projects the two newly hired interns would be working on. He stated that Council had <br />allocated funding for a full-time public works maintenance worker. This position will be <br />allocated primarily to 4520 (Parks) in the amount of 60% of the budget. The position, <br />however, is also proposed to have time dedicated to other activities, as is the case with the <br />entire maintenance area. In this case, this will be split principally between snow and ice <br />removal and utilities. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to approve the <br />posting and advertising of the opening for a public works maintenance worker within Class <br />7. <br /> <br />Motion carried.
