Voting No: None. <br /> <br />Case #11: <br /> <br />Adopt Ordinance Authorizing the Sale of the Remaining Property in <br />the Business Park 95 <br /> <br />City Administrator Schroeder stated that Council introduced the ordinance to authorize the sale of <br />the remaining property in the Business park 96 (commonly referred to as the Spohn Property) in <br />December. Such ordinance is not available for formal adoption. <br /> <br />Motion by Councilmember Be'then and seconded by Councilmember Zimmerman to adopt <br />Ordinance #96-01 authorizing the sale of the remaining property in Business Park 95. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman, Beyer and <br />Peterson. Voting No: None. <br /> <br />Case 6{12: Award Engineering Contract for the Extension of McKinley Street <br /> <br />City Engineer Jankowski stated that at the December meeting, the Road and Bridge Committee <br />recommended, and Council approved, the solicitation of engineering proposals to extend McKinley <br />street a distance of 1,0(X) feet and provide underground utilities to service the EDM Inc. parcel and <br />develop the marketability of industrial property to the east. It was recommended that proposals for <br />this work be sought from three firms. He summarized the proposals from MSA, Hakanson <br />Anderson and John Oliver. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to enter into <br />engineering contract with MSA Consulting Engineers based upon their letter of proposal dated <br />January 16, 1996. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and <br />Peterson. Voting No: None. <br /> <br />Case #13: Update on D.A.R.E. House Project <br /> <br />City Administrator Schroeder stated that the D.A.R.E. House Project task force met on January <br />18. He noted the information from Extreme Panel Technologies which states that most materials <br />will be donated, however, not all of them. He also noted the letter from Good Value Homes <br />offering a $10,000 discount on an available lot in Chestnut Ridge. He stated that the up-side to <br />this project would be to have a $60 - $70,000 net profit to divide between Minnesota D.A.R.E. <br />and Ramsey's D.A.R.E. Program. The down-side would be ending up with half a house or <br />something. He hoped that everything would be in place so Extreme would know at the end of the <br />Home and Garden Show (March 10) where the home is going. Also, if we know ahead of time, <br />we could advertise at the show. <br /> <br />Mayor Hardin stated he supports the project/arid thinks it's a great idea, however, he has the <br />following concerns: 1) We are talking about- -eng~ into an agreement without numbers. 2) <br />Will there be bids for the foundation, etc.; and 3) Will the City own the property and the house or <br />is D.A.R.E. as a non-profit organization, the owner. <br /> <br />Mr. Schroeder replied that this will be run through the D.A.R.E. Program. We have to gain title. <br /> <br />Mayor Hardin inquired if we do have title, what if it doesn't sell - who will maintain holding costs, <br />etc. and will the City list the house for sale. He reiterated his support for the project but added that <br />he has a lot of unanswered questions. <br /> <br />City Council/January 23, 1996 <br /> Page 10 of 15 <br /> <br /> <br />
