She explained that the rules are tightened up <br />for private use vehicles and relaxed for commercial equipment and vehicle. <br /> <br />Mayor Hardin expressed concerns about the equipment and the 75% screening and how that would <br />be enforced. <br /> <br />City Attomey Goodrich stated that requiring 75% screening year around will require constant <br />review for enforcement. <br /> <br />Mayor Hardin inquired about non-motorized equipment - construction material, concrete forms, <br />etc. and how we would enforce that. <br /> <br />Ms. Frolik answered by definition of commercial use. <br /> <br />Attorney Goodrich stated we can fashion adequate facts to enforce it but it will take pictures etc., to <br />present a case. <br /> <br />Mayor Hardin reiterated his concern about screening. <br /> <br />Attorney Goodrich stated it will be tough to draft language to cover every contingency; he didn't <br />know if much more could be done. He commented that maybe in marginal cases, where the <br />person has made an attempt to cover/screen, maybe the court will not prosecute. <br /> <br />Councilmember Zimmerman stated that at fkst we were at 90% screen, then we arrived at 75% and <br />most of the commercial vehicle owners said they were comfortable with that. There's been a lot of <br />give and take on both sides of this and he feels this is the best compromise we can come up with <br />and that the Planning Commission did a good job;. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to introduce the <br />two ordinances to amend Chapters 5 and 9 of the Ramsey City Code regarding the parking and <br />storing of private and commercial use vehicles and equipment and junk automobiles. <br /> <br />Further discussion: Mayor Hardin commented that this is not an endorsement of operating a <br />business out of a household. <br /> <br />Motion carded. Voting No: None. <br /> <br />Case #10: <br /> <br />Introduce Ordinance Authorizing the Sale of Properties Identified as <br />PIN's 34-32-25-14-0004 and 34-32-25-11-0007 <br /> <br />City Administrator Schroeder reminded Council about the property the City acquired located along <br />the Burlington Northern Railroad tracks west of Sunfish Lake Boulevard and sough of the gravel <br />roadway known as McKinley Street to provide for the extension of the water and sewer utilities <br />west to the new AEC facility. This property was purchased from Don Greenberg. With the <br />completion of the extension of these lines, the City has additional property available for <br />Commercial/Industrial development. The City has identified a local business that is interested in <br />expanding and developing a new facility. Charter requires and ordinance be passed prior to the <br />sale of any City-owned property.
