Mr. Coonce suggested that the youth association could receive credits for time by providing score keepers, concession workers, etc. Vice-Chair Cook inquired if this facility will provide jobs. Mr. Coonce replied it would provide quite a few part-time jobs. Reid Droegemueller, RYAA, inquired if the Federation would require the use of the City's fields if only Phase I was completed. Mr. Coonce replied we would be doing no more with the City's fields than we are currently. Commissioner Ostmm asked about the type of response/commitment the Federation is requesting. Mr. Pelstring replied location sites, and if we could get a written commitment on how it could be integrated with Ramsey's needs, and then possible sites and level of interest. Discussions would then continue through the City Administrator. He expected that the actual project would take some time. City Administrator Schroeder noted that Mr. Boos had done up a map showing every possible bare piece of land that could be suggested for a site for this facility. Mr. Boos pointed out that the 30-acre and larger sites anticipate softball fields, etc. He recommended sending the map showing the 14 sites with Messrs. Coonce and Munt to allow them to do a community drive-through. He included notes along with the map. Vice-Chair Cook asked for a highlight of the areas. Mr. Boos stated that there are various sites along Highway #10 and other sites not intrusive to residential arms. He commented on the Alpine Park Center and the east 35 acres of Central Park plus the field next to there. Another area is along Highway #47 and south of the Sharp Center on 167th Avenue. Vice-Chair Cook inquired if these sites would facilitate the plan up to Phase IV, to which Mr. Boos replied yes. Mr. Boos added that there are a myriad of 6 to 8-acre sites also. Mr. Coonce inquired about the City's need for fields. Vice-Chair Cook stated that we are lighting more fields this year and talking about seeding a couple more fields to have ready for the next season. He commented on the influx of children once the Ramsey Elementary School addition is completed. The hope is that the lighting will provide for enough additional hours to get in 60 more games a week. Mr. Coonce inquired about the landfill area. Mr. Schroeder described the 80-acre parcel and added the fact that the area north of the landfill is upstream of any potential groundwater contamination. Vice-Chair Cook noted that the area to the east has an open, untouched, natural area for picnics and passive uses. Mr. Pelstring noticed that some of the sites are serviced by City utilities. We would like to have your comments on what the City's expectations are and what the options would be if this would not be in the City's sewer and water area.
