Mr. Schroeder reported that, absent additional development, Alpine will have City services up to it <br />by the end of this year. <br /> <br />Vice-Chair Cook felt this would be a nice a&lition to the City of Ramsey. If it's equitable to use <br />and if it's not too much of a financial burden to the City, it would be quite beneficial. Some <br />wholesome-like recreation in the community would be nice. <br /> <br />Commissioner Ostrum stated that one of the key things would be control. We would like to have a <br />lot of involvement/input up-front. <br /> <br />Vice-Chair Cook suggested it is to our benefit to have them administer and control but we should <br />have some hard set facts as far as all programs available. It sounds like they are willing to work on <br />that and it looks like a lot of available time for the City. <br /> <br />Commissioner Skinner inquired about the bonds and who would be ultimately responsible for <br />them. <br /> <br />Vice-Chair Cook replied that the City would be ultimately responsible. The Federation is asking us <br />to use our clout to get financing but they would help pay. <br /> <br />Commissioner Skinner commented that if something happened, then the City would be stuck with <br />this. <br /> <br />Vice-Chair Cook agreed with that comment and stated that we need to look at how soluble their <br />assets are - just as a bank would look at them. <br /> <br />Commissioner Skinner inquired about Phase III - the softball fields - and whether or not it would <br />be up to the City to maintain them. <br /> <br />Vice-Chair Cook answered that the City would be in charge of maintaining them but they would <br />lease them from us. They are not interested in running the outdoor facility. <br /> <br />Mr. Schroeder announced that if the City is interested in working together on the joint ball fields, <br />the Federation would be interested in pursuing that; however, if the City is not interested, the <br />Federation is fine with that too. He added that the indoor facility and the offices could be on a <br />different location than the outdoor facilities which makes more locations available. <br /> <br />Vice-Chair Cook suggested there are many advantages such as parking spaces, etc. It sounds like <br />they are willing to incorporate our needs into the building, etc. <br /> <br />Mr. Schroeder asked for the "initial gut reaction". <br /> <br />Vice-Chair Cook offered that we should go after it if we can work out equitable City benefits as <br />well as RYAA benefits. If we cannot work out sufficient time, then it's a lot of risk for us to take <br />out bonds and not know where we will be. <br /> <br />Mr. Droegemueller stated that the financial aspect is on the "scary side". As a resident, he wants to <br />see advantages of the facility to us but does not want to be taxed to death. With regard to playing <br />fields, we do have a plan in place to facilitate these things. Maybe our dollar is better spent to put <br />these plans in place than to pursue this end. We need to know what the "tax" to us will be. <br /> <br />Vice-Chair Cook talked about financial leverage and looking very closely at the Federation as if we <br />were their lender. <br /> <br />City Council/Park & Recreation Commission/February 8, 1996 <br /> Page 6 of 15 <br /> <br /> <br />
