Councilmember Beyer called attention to the fact that Ms. Roff has also been appointed to the
Economic Development Commission. She inquired if one individual can serve on two
commissions at the same time and, if so, she is uncomfortable with that.

Mr. Schroeder noted that Jay Swokowski was on the Park and Recreation Commission at the same
time he was serving on the Charter. He eventually resigned from the Park Commission and
continues to serve on the Charter. Ms. Roff was asked about serving on both Commissions. She
felt it would be feasible as the Charter Commission meets quarterly.

Councilmember Beyer commented that the City Code does not address this issue by specifically
stating that one cannot serve on two commissions at the same time.

Councilmember Beahen questioned what the conflict would be.

Mr. Schroeder replied that it could happen that very few people are serving all the commissions.
The only other conflict he could see would be time.

Councilmember Zimmerman commented on it being nice to have a variety of differing opinions.

Councilmember Beyer could see where the Charter Commission could be discussing mending the
Charter to benefit the Economic Development Commission. That would be a conflict.

Staff was directed to study the possible conflicts that could arise by a person serving on more than
one City commission at a time.

Motion by Mayor Hardin and seconded by Councilmember Beahen to appoint Ms. Judy Roff to
the Charter Commission for a term to expire on May 12, 1999.

Further discussion: Terry Hendriksen stated there was a point in time when he applied for a seat
on the Park and Recreation Commission. 'They were into trail developing and he thought it
appropriate he sit on the Commission. He was not interviewed and was told that it was the policy
to not allow one person to sit on two commissions.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen and Peterson. Voting No:
Councilmembers Beyer and Zimmerman.

Case #27: Changes in Planning Commission Appointments

Administrative Services Manager Wake Smith recalled that the two vacancies on the Planning
Commission were advertised in the November/December issue of the Ramsey Resident. Six letters
of interest were received and the Commission interviewed all six applicants at its meeting on
February 6, 1996. The Planning Commission recommends that Paul Holland be appointed to fill
the vacancy created by his earlier resignation, for a term to expire December 31, 1997. Due to
pending litigation regarding the other vacancy, the Commission declined to recommend filling it at
this time. The Commission forwarded the five remaining applications to the City Council for
review and action.

Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to appoint Paul
Holland to the Planning Commission for a term to expire December 31, 1997.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, Beahen and
Beyer. Voting No: None.

Ms. Waite Smith summarized some of the concerns from the meeting of the Planning Commission.

City Council/February 13, 1996
