Highway Department and MnDOT representatives at a meeting held on Thursday, February 8, <br />1996. The most significant obstacle with any major revisions to the plans at this point are <br />associated with project funding. This project has been sought by the Council since 1990 and has <br />undergone several redesigns. At this point, funding has been secured to Fiscal Year 1996, which <br />means that the project funds must be encumbered by June 30, 1995, and to n~et that deadline, <br />plans must be submitted by' March 1. If this project doesn't meet the Fiscal Year 1996 deadline, it <br />could first be reconsidered with other candidate projects in Fiscal Year 1998. The State usually <br />favors funding the smaller cooperative agreement projects in order to do more projects. This <br />would be considered a larger cooperative agreement project, and therefore, may be at a <br />disadvantage when compared with smaller projects generating similar need ratings. Mr. <br />Jankowski explained to Council that the official actions which will be required by the City <br />associated with this project will beto have the City Engineer sign the project plans, and enter into <br />an agreement with the County to pay the cost of the trail associated with the project. The plans <br />cannot be processed by the State without the City Engineer's signature. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to recommend the <br />City Engineer sign the project plans. <br /> <br />Motion carded. 'Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen and <br />Peterson.. Voting No: None. <br /> <br />3) Discuss Snow Plowing and Sanding Policies <br /> <br />City Engineer Jankowski stated that the Road and Bridge Committee discussed the snow plowing <br />and sanding policy and came up with sOme suggestions. One is to have a more extensive article in <br />the Ramsey Resident that spells out the reasons for the policy We follow. Another suggestion was <br />to identify collector streets and to define what is meant by collector street.' There is no action <br />necessary but to solicit additional comments from the rest of Council. <br /> <br />Councilmember Peterson suggested we should provide a history of the plowing area, maybe some <br />of these districts are too large. He also asked that Staff do a cost comparison of snow piling <br />versus snow removal. <br /> <br />Case #35: Report from the Personnel Committee <br /> <br />1) Update on Personnel Projects: <br /> <br />Drug & Alcohol Testing Policy for Holders of Commercial Driver's Licenses~ <br /> <br />Administrative Services Manager Waite Smith stated that the Personnel Committee'had discussed <br />the drug and alcohol testing policy and also who would pay for the initial evaluation, consultation <br />and monthly fee for monitoring and treatment. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson that the Drug and <br />Alcohol Testing Policy is amended to state that the employee would pay the $250 for the testing as <br />this is not covered under the health insurance plan and is considered a consequence the employee <br />experiences for not complying with the policy. <br /> <br />Motion carded.
