The cost of the project is $87,261 with 22 <br />benefited parcels. <br /> <br />Mayor Hardin closed the regular portion of the City Council meeting at 7:25 p.m. in order to <br />conduct the public hearing. <br /> <br />Public Hearim, <br /> <br />Mayor Hardin called the public hearing to order at 7:25 p.m. <br /> <br />Citizen Input <br /> <br />Chris Boraas, 15030 Huorine Street NW, Ramsey, stated that he initiated the petition. He felt <br />there are two sides to the issue but felt that the decision to do this would be the right one. He <br />added that his neighborhood is one of the oldest in Ramsey. He reported that people were against <br />sewer and water because it was cost prohibitive but there was an interest regarding the pavement. <br />Our neighborhood is not going to be overran with sewer and water. We will be more of an oasis <br />of well and septic areas. He talked about the gain in property value and that the cost could be <br />recouped due to the increased value. The interest rates are at a low point and there is no better time <br />to finance such a project. The drainage is poor as the streets are right now - that gets old after <br />awhile. He added that if his neighborhood decides not to go along with this, that's okay too, but <br />he felt this should all be addressed. <br /> <br />John Ewert, 5414 - 151st Avenue NW, Ramsey, stated he is confused and questioned how much <br />more does it cost to have a driveway put up to the street. <br /> <br />Mr. Jankowski replied that the feasibility study indicates that we will pave about a foot beyond and <br />in some instances there are some paved driveways that stop short of where that would be. As we <br />need to cut back existing paved driveways would cut that and replace it without additional cost but <br />for any connection from edge of pavement would be the responsibility of the homeowner to <br />construct separately. It could be done privately with home owner and contractor. <br /> <br />Mr. Ewert questioned why some lots are assessed double. <br /> <br />Mr. Jankowski responded that each is a lot of record. <br /> <br />Mr. Ewert inquired if the City goes by lots only - not by footage. <br /> <br />Mr. Jankowski replied that the City's Code allows for both. <br /> <br />Debbie Wait, 5450 - 152nd Avenue NW, Ramsey, stated she is adamantly against blacktopping <br />and also City sewer and water. It's so close to us - we'll have to pay for ripping up the street and <br />fixing it again, and one of the costs not put in the letter was how much the land that has to be <br />bought for easements will cost. What will that be above what is estimated? <br /> <br />Mr. Jankowski answered 5% of the project cost and it is included in the project overhead. <br /> <br />Ms. Wait asked about if 51% of the neighborhood petitions against it - it doesn't go any further - <br />but there was a reference to 33% - what is that? <br /> <br />Mr. Jankowski replied that a petition has to be received by 35% of the people - more than the <br />majority would have to be opposed.
