Rick Murray, Residential Development, stated that the life estate goes to Mrs. Scroggins. They intend to <br />remodel, reside, pave, etc. It will look modernized but will maintain its charm. There will be a buffer <br />plus all owners will be notified of the home. <br /> <br />John Bertleson, John Oliver & Associates, showed the road connection and stated that projecting the <br />street straight through presents a problem with the life estate. The slopes are at a height of elevation to <br />make it difficult to go out to the street. <br /> <br />Mr. Murray stated that the grading plan was designed originally to keep the trees and so very little <br />grading would have to be done. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Hardin to approve the preliminary pat plan <br />without access to 153rd for Fox Knoll 2nd Addition. <br /> <br />Further discussion: Councilmember Zimmerman stated it seems to be a lot of traffic out to Sunfish Lake <br />Boulevard but then it is saving some trees. He just wasn't sure it was a good idea but guessed he could <br />support it since the Planning Commission approved it. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer and Zimmerman. Voting <br />No: None. Absent: CouncilmemberBeahen. <br /> <br />Case #4: <br /> <br />1996 Game Fair <br /> <br />City Administrator Schroeder stated that each year the City receives a few calls expressing concerns <br />about different aspects of the Game Fair. He stated that he and the Mayor met with Mr. Delaney last <br />year and suggested meeting again this year. He noted that Eric Miller, manager of Armstrong Kennels, <br />is present. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to direct that the <br />Mayor and the City Administrator meet with the neighbors and Mr. Chuck Delaney, or a representative, <br />of the Game Fair and work through any problems. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman and Beyer. Voting <br />No: None. <br /> <br />Case #5: <br /> <br />Planning Commission Appointment <br /> <br />This case was removed from the agenda. <br /> <br />Case #6: <br /> <br />Proposed Ordinance to Amend Chapter 9 (Zoning and Subdivision of Land) of the <br />Ramsey City Code Regarding Structure Setbacks from Thoroughfares <br /> <br />City Engineer Jankowski commented that over the last several months, City Council and staff have <br />worked on the setback ordinance. The Planning Commission conducted a public hearing on the wording <br />and are recommending enactment of the proposed ordinance. The current ordinance states that structures <br />must be set back 110 feet from centerline of roadway or 50 feet from property line, whichever is greater. <br />The proposed ordinance requires 60 feet from center of road right-of-way plus the applicable local <br />setback (front, side or rear yard as established by City Code). The 60 feet from centerline of right-of- <br />way preserves a 120 foot wide corridor, which the County has determined is a sufficient area in which to <br /> <br />City Council/February 27, 1996 <br /> Page 9 of 14 <br /> <br /> <br />
