have not responded to date. Listul is requesting a variance for outside storage. We are asking them to do <br />a substantial amount of landscaping along McKinley Street. A berm will be placed on the south side <br />with plantings by the berm and the yard area. Because of the large maneuvering area, the developer is <br />proposing class 5 rather than bituminous surface. The majority of the runoff is proposed to be directed to <br />a detention pond in the western corner of the site. An outlet from this pond will be constructed to the <br />storm pipe along the west side of Sunfish Lake Boulevard as part of a larger City storm sewer project. <br /> <br />Mayor Hardin inquired if the berm would be sufficient to screen the outside storage to which Mr. <br />Schroeder replied that it would be. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to grant site plan <br />approval to Sharp and Associates for the development of a facility for Listul Industries contingent upon <br />County Highway approval. <br /> <br />Further discussion: Councilmember Zimmerman felt the County may have some concern with trucks <br />coming out next to the railroad track semaphore. Mr. Jankowski agreed that it is a potential conflict <br />point. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman and Beyer. Voting <br />No: None. Absent: CouncilmemberBeahen. <br /> <br />Case#3: Request for Preliminary Plat Approval of Fox Knoll 2nd Addition; Case of <br /> Residential Development, Inc. <br /> <br />City Engineer Jankowski stated that Residential Development, Inc. is requesting preliminary plat <br />approval of Fox Knoll 2nd Addition. This property is located in the southeast corner of the intersection <br />of Sunfish Lake Boulevard and 153rd Avenue. The plat proposes 44 single family units. The access <br />onto Sunfish Lake Boulevard has been approved by the County Highway Department. All lots will <br />receive access from interior streets. As requested by Mr. Kurak, the adjacent property owner, 151 st Lane <br />will terminate in a cul-de-sac at the south property boundary. Staff recommended extending Sodium <br />Street north to intersect with 153rd. The developer presented evidence at the Planning Commission <br />meeting that the topography and grades are such that there would be significant impact to existing trees <br />and the grades adjacent to the existing homestead. Staff put the developer on notice that certain upgrades <br />would be required to make the pre-existing structure more compatible with the new neighborhood. <br />However, the developer has no control or ownership of the homestead parcel which has a life estate for <br />the existing resident. Mr. Jankowski suggested that Council may wish to control the proximity of lots to <br />be final platted to the homestead. At a minimum, he recommended that a bituminous driveway to the <br />existing garage be required. With regard to pedestrian trails, it was anticipated that at some point in the <br />future there may be a need for an On-Road "B" trail along Sodium Street NW to 153rd Avenue. To <br />facilitate this possibility, the developer is being required to provide curb cuts at 152nd and 151st and an <br />easement from the northerly terminus of Sodium Street to 153rd. The developer will also be required to <br />continue the pedestrian trails along Sunfish Lake Boulevard and 153rd Avenue. Park dedication will be <br />satisfied with a cash contribution. The Planning Commission conducted a public hearing and they, and <br />staff, are recommending approval of the preliminary plat. <br /> <br />Mayor Hardin inquired if there has been any conversation with the developer as it relates to the present <br />homestead. <br /> <br />City Council/February 27, 1996 <br /> Page 8 of 14 <br /> <br /> <br />
