Ms. Connolly expressed a concern about the property not being bid on. She wondered if any developers <br />in Ramsey were contacted to see if they were interested in the land. <br /> <br />Mr. Schroeder stated that the City had an individual interested in buying this property. It was brought to <br />the City Council for consideration - it was handled much like the City's industrial park is handled. We <br />do not go out and ask if anyone is interested - we are approached. <br /> <br />Ms. Connolly stated she was uncomfortable taking the $80,000 as she felt it may not be enough to fix the <br />building. <br /> <br />Mr. Raudio interjected that there is a difference between the industrial park and this property on T.H. <br />#47. He knows there is property for sale in the industrial park, he did not know this land was for sale. <br /> <br />Councilmember Zimmerman stated he supports restoration of this building but does not support this <br />action if the City did not go out for bids. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, inquired about comparables for the appraisal <br />done on the property. <br /> <br />Mr. Schroeder assured him there were comparables done. We did not negotiate a purchase price and <br />then go out and gain an appraisal. He reiterated that the City was approached about the property and we <br />said we would take whatever the appraisal came back at. The person that did the appraisal has been <br />doing appraisals for the City for four years. She's very qualified and does well at Commissioner <br />hearings. <br /> <br />Mr. Hendriksen commented that his experiences in cases such as this is there's usually a disparity - the <br />City's appraisal is usually low. He added that it appears the money the City will be receiving is <br />encumbered. The City is receiving $80,000 to be escrowed for a certain purpose - "that has less value <br />than the plain old buck". <br /> <br />Mr. Schroeder stated that City Council allocated these funds for the remodeling of the old school house. <br /> <br />Mr. Hendriksen expressed "uneasiness" with this entire transaction. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Hardin to grant site plan approval to KKE <br />Architects for the Landmark Community Bank facility. <br /> <br />Motion failed. Voting Yes: Mayor Hardin and Councilmember Peterson. Voting No: Councilmembers <br />Beyer and Zimmerman. Absent: Councilmember Beahen. <br /> <br />Case #2: <br /> <br />Request for Site Plan Approval of Listul Industries; Case of Sharp and Associates <br /> <br />City Engineer Jankowski stated that Sharp and Associates have been retained by Listul Industries to <br />prepare a site plan for their new facility to be constructed on the west side of Sunfish Lake Boulevard, <br />just north of the railroad tracks. The office-warehouse facility is proposed to be 19,690 square feet in <br />size. Because of the type of work they do, steel fabrication, they are looking to have a flow-through type <br />of operation. There is an access proposed on Sunfish Lake Boulevard. The majority of the access would <br />come off the proposed extension of McKinley Street.
