Case <br /> <br />Request for Preliminary Plat Approval of Sunfish Estates; Case of <br />Good Value Homes <br /> <br />Zoning Administrator Frolik stated that Good Value Homes is requesting preliminary plat approval <br />of Sunfish Estates which is located on the southeast side of Sunfish Lake. The plat consists of <br />about 12 acres proposed to be divided into 25 single family urban residential lots. The plat is in the <br />overlay district for Wetland #2-113, and as such, riparian lots are required to be 20,000 square feet <br />in area and all non-riparian lots are supposed to be 15,000 square feet. All riparian lots in the plat <br />exceed the 20,000 square foot area requirement. Ramsey's Board of Adjustment granted a <br />variance to the minimum lots size requirement for non-riparian lots. The variance did not grant the <br />developer the ability to plat any more lots than if he had strictly adhered to the minimum lot size <br />requirement on a lot by lot basis. The Park Commission recommended that park dedication be <br />satisfied by a cash payment with a credit for path construction along the rear of Lots 14, 15 and 16. <br />The intent of the path was to provide for a public overlook point on Sunfish Lake. The Planning <br />Commission has recommended that the City not require the development of this path segment as it <br />would only be a 12-foot wide link to a substandard area of the lake shore and would not provide <br />for any quality public purpose. The Commission felt that a path in this substandard location could <br />be an attmctant for nuisances. The developer will be required to construct a transportation trail <br />along Sunwood Drive, adjacent to the plat, which is not a park dedication credit eligible. <br /> <br />Upon inquiry, Ms. Frolik answered that the section of trail would be 250 feet. <br /> <br />Ben Deemer, 14501 Sunfish Lake Boulevard NW, Ramsey, stated that he is a neighboring <br />property and that the other five Planning Commission members came up with this plan. The <br />design and specs included an on-road trail on the north side of Sunwood Drive. As it goes across <br />his property, it will be a much better view. <br /> <br />Mr. Peterson stated that the Park Board has always wanted a trail to the lake - we do not want to do <br />it but if we have to, that would be the location with the least amount of problems. There's a <br />significant stretch of trail on the end of the lake. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to grant preliminary <br />plat approval to Sunfish Estates without a park trail link to Sunfish Lake on the south boundary of <br />the plat and park dedication would revert back to monetary. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #8: <br /> <br />Consider Appraisal for Right-of-Way Purchase for SAP 199-101-09 <br />(153rd/155th Avenue Variolite to Armstrong) <br /> <br />City Engineer Jankowski reported that the City has been working toward the goal of creating a <br />cross-town east/west collector since the early 1970's. The final segment remaining in the <br />completion of the 153/155th cross-town arterial is represented by a 0.8 mile segment between <br />155th and Variolite Street, and 153rd and Armstrong Boulevard. Work on realizing this segment <br />has been in progress since the completion of the section between C.S.A.H. #5 and Ramsey <br />Boulevard in 1991. Final plans for the segment have been prepared and were reviewed by the <br />Road and Bridge Committee and have been submitted to MnDOT for State Aid approval. The <br />construction of the project is currently scheduled for 1997 on the City's Capital Improvements <br />Program. Mr. Jankowski explained that prior to the construction, the City will have to acquire <br />right-of-way from eight parcels involving seven separate property owners. Five appraisals have <br />been received; the other two parcels are small and no formal appraisal has been made.
