Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt Resolution <br />g96-03-051 approving appraisal for SAP 199-101-09 (153/155 Avenue Variolite to Armstrong) <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and Zimmerman. <br />Voting No: Councilmember Beyer. <br /> <br />Case g9: Water/Sewer Extension to the Police/Municipal Building <br /> <br />City Engineer Jankowski stated that with the impending construction of the new Police building, <br />and the relatively close proximity of municipal water and sewer service to the municipal building <br />complex, it would be prudent to consider the cost of extending these services to the municipal <br />campus. It has been estimated that it may cost up to $15,000 to install.a septic system for the <br />Police Department and connect water to the facility from the municipal building. In addition, the <br />lack of sprinkler capabilities would have cost impacts on the design of the building. Mr. <br />Jankowski summarized two options - one would be to extend it from Brandseth subdivision and <br />the second would be to extend the utilities from the eastern portion of the Haubrich Addition. The <br />estimated costs would be as follows: $91,700 from Brandseth Addition and $120,800 from <br />Haubrich Addition. The factors related to the cost difference are as follows: 1) The Haubrich <br />Addition requires C.S.A.H. #5 to be jacked for both the sewer and the water; 2) The per foot <br />construction costs along 151st Avenue and C.S.A.H. #5 will be higher than through open field; <br />and 3) To provide gravity services from the Haubrich Addition would require 200 feet of existing <br />sewer to be re-laid at a flatter grade. He suggested that the clear choice, if we have both options, is <br />to get it from the Brandseth Addition. <br /> <br />City Administrator Schroeder stated that if Council does decide to go with the second option <br />(Haubrich) he asked for authorization to sell the approximate three-acre parcel to help with the <br />funding. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to authorize an <br />extension of municipal services from the Brandseth Addition at an estimated ,project cost of <br />$91,700. The additional utility extension is relatively simple and similar to the Brandseth utility <br />work. The City will request the developers of Brandseth to include this sewer extension with their <br />work and credit their trunk assessment. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #10: <br /> <br />Adopt Ordinance Amending Subdivision Ordinance to Require Impact <br />Fees for Arterial Streets <br /> <br />City Engineer Jankowski stated that back in November, Council introduced an ordinance <br />establishing a developmental assessment fee on all new subdivisions. It was intended that Council <br />take final action on this ordinance in December, however, a request was received from the Builders <br />Association requesting a discussion prior to adoption of these impact fees. Staff met with the <br />Association. There was a consensus that an equitable impact fee would allow a fair distribution of <br />transportation costs among new developing subdivisions and ensure that a particular subdivision <br />would not bear an undue cost as a result of an inopportune location. Council was then presented <br />with an ordinance for adoption, a resolution establishing a building permit fee, and also the basic <br />calculations determining the fee. Action was tabled because Council was uncertain as to whether <br />this required a public hearing and if a hearing had been held or not. City Attorney Goodrich <br />reviewed this issue and determined that the subdivision section of Chapter 9 is the appropriate <br />place for this amendment and it is not subject to the public hearing requirements because it does not <br />pertain to the zoning section of Chapter 9. <br /> <br />City Council/March 12, 1996 <br /> Page 11 of 21 <br /> <br /> <br />
