Discussion ensued pertaining to what the funds could be used for. Council asked that staff <br />present, at the next meeting, further information on what expenses can come out of this <br />transportation fee. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to adopt <br />Ordinance g96-04 establishing a developmental assessment fee on all new subdivisions. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer and <br />Peterson. Voting No: None. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to adopt <br />Resolution//96-03-052 establishing a building permit fee for all non-residential building permits <br />and certain residential building permits issued within the City of Ramsey. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer and <br />Peterson. Voting No: None. <br /> <br />Case #11: Planning Commission Appointment <br /> <br />City Administrator Schroeder stated that at the last meeting, four members of the Council were <br />present and they tabled appointment of a Planning Commissioner until this meeting. Council asked <br />that a closed meeting be set up in order to talk about the lawsuit; however, he was not able to <br />provide for that meeting in that the Attorney representative at tonight's meeting is not Attorney <br />Goodrich. He stated that he did talk with Attorney Goodrich and he is not recommending <br />arbitration at this time. On February 27, 1996, the Mayor and Councilmembers, with the <br />exception of Councilmember Beahen, interviewed the applicants for the Planning Commission. <br />Councilmember Beahen was unable to attend the meeting and has been conducting telephone <br />interviews with the applicants. <br /> <br />Councilmember Beahen stated she contacted four of the five applicants. <br /> <br />Councilmember Beyer inquired if the fifth applicant was not at home. <br /> <br />Councilmember Beahen responded that she made repeated phone calls to the applicant's work and <br />home numbers and she received one call back stating he would call back. <br /> <br />Councilmember Peterson stated he was willing to make a decision based on the information he has. <br /> <br />Terry Hendriksen, applicant for the Planning Commission, requested to address Councilmember <br />Beahen's comments. He stated that he had taken some time off plus the messages left by <br />Councilmember Beahen gave time slots to call back at and he was unable to call at that time. He <br />added that it had been two weeks since the last meeting and Councilmember Beahen did not call <br />until Monday afternoon. <br /> <br />Councilmember Beahen stated that she had contacted Mr. Hendriksen's residence and added that <br />she did not discuss this with staff until this past Monday. One of the options discussed with staff <br />was a telephone interview. She added that she also works outside the home during the day and did <br />try to get this all worked into her schedule. She stated that she made as many times available as <br />she had. <br /> <br />Mr. Hendriksen offered to answer Councilmember Beahen' s questions at this time. <br /> <br />Councilmember Beyer commented that it's only fair that all the applicants answer the questions. <br /> <br />City Council/March 12, 1996 <br /> Page 12 of 21 <br /> <br /> <br />
